The U.S. Environmental Protection Agency (EPA), Office of Policy (OP)is seeking qualified small business sources to support requirements related to Transportation and Environment issues. Support will be in the areas of Impact Assessment, Policy Assessment, Project Alternatives Development and Assessment, Implementation Support and Implementation Assessment. A detailed draft Statement of Work (SOW) is being provided on the internet at http://www.epa.gov/oamhpod1/admin_placement/9814323/sowdr.htm. This draft SOW identifies the type of work that will be required and the labor classifications. The resulting contract Period of Performance will be a base period of 12 months, commencing in May 1999, which will include a base quantity level of effort(LOE)of 16,639 hours, with an optional quantity of 8,320 hours during the base year. The contract will contain options for four additional years with identical LOE projections, which if exercised makes the potential total contract performance term 5 years (60 months). A single Cost Plus Fixed Fee contract award is anticipated to result from this solicitation. The small business size standard for SIC Code 8741, Management Services, is of sales no greater than $5,000,000. It is anticipated that the solicitation will be issued in mid-August 1998 with a response time of a minimum of thirty (30) days closing around mid-September 1998.
