SPECIAL PRESOLICITATION NOTICE/SOURCES SOUGHT In the anticipation of a
fall procurement, the GSA and its design team, LZA Technology, will
present the Byrne/Green Facade Repairs and Associated Exterior
Renovations project. The estimated value of construction is
approximately $19 million dollars. The presentation will focus on the
project's scope of work including brick facade replacement, (over
140,000 SF), brick penthouses repairs, (over 20,000 SF), curtain wall
improvements, (over 320,000 SF), logistical requirements, and roofs
replacement, (over 140,000 SF). The presentation will identify the
remaining design submission milestones, and will discuss in further
detail the Government's intended negotiated procurement method, and its
subsequent milestones. This construction contract will be a negotiated
acquisition, utilizing the source selection approach, encompassing
evaluation factors in the selection of an offeror. The twofederal
buildings involved in this project are the James A. Byrne U.S.
Courthouse and the William J. Green Federal Building. The Byrne U.S.
Courthouse is a 23 story building that sits on Market Street. The Green
Federal Building is a 10 story building that sits on Arch Street. Both
buildings are bounded by 6th street and 7th street, and are connected
by a public linkway at the ground level, which serves to complete a
one square block-sized federal complex. Both buildings are fully
occupied and must remain operational during the construction. All
potential offerors are invited to attend the design presentation which
will be held on August 19, 1998, at 3:00 PM. Come to the William J.
Green Federal Building located at 6th and Arch Streets in Center City,
Philadelphia, PA. The Green Federal Building is the shorter of the two
buildings on the federal complex. Enter off the 6th street plaza side
[use far right entrance] of the building, through the metal detectors,
and take the escalator to the second floor. Onceon the second floor,
follow the curved arched soffit down the public corridor to the last
conference room on the right, also known as Conference Room C. All
