(Site Code W36HUG) The North Carolina Air National Guard has a
requirement to secure a construction contract to Upgrade Regional Home
Station Training Site Infrastructure, Stanly County Airport, New
London, North Carolina. The project consist of (4) four new structures
and associated site preparations to include area pavement, drainage,
lighting, and supporting utilities. The Equipment Parking shed and the
Wash Rack Facility shall be pre engineered metal building systems,
metal roof and siding on concrete slabs. The equipment room for wash
rack shall be load bearing concrete masonry walls with a pre-engineered
roof system to match the rest of the facility. The Command and Control
Facility shall consist of load bearing concrete masonry walls, wood
truss roof structure, plywood deck, and asphalt shingles. Site
utilities are to be extended from other existing systems on base, and
other work as defined by the technical drawings and specifications. ABI
#1: Main access road pavement. The work shall consist of the bituminous
asphalt pavement of the main access road to the site. ABI #2:
Additional site pavement. This work shall consist of additional
bituminous asphalt pavement a shown on the contract documents. ABI #3:
Multi-purpose facility. This work shall consist of constructing and
open wood post frame, wood truss, plywood roof deck and asphalt shingle
structure. ABI #4: Dining complex utilities. This work shall consist of
providing electrical services to the dinning complex and multi-purpose
facility as shown on the construction documents. and ABI #5: Wash rack
equipment. This shall consist of supplying and installing a hot water
pressure washing system complete with recovery and recycling equipment
as shown in the construction documents. Submission of a bid by a
contractor shall be accepted as prima facia evidence that he has
examined the job specifications and he has satisfied himself as to the
nature and location of the work and all other matters which can in any
way affect the work or cost thereof under this contract. Any failure of
the contractor to acquaint himself with all available information
including a physical survey of the proposed work will not relieve him
from successfully performing the work required to be done for a
complete, finished job. The above outline of principle features of the
work in no way limits the responsibility of the contractor to perform
all work and furnish all tools and labor required by the
specifications referred herein. The completion time for this project is
270 calendar days. Official request for information must be in writing

Number WEFM979533. This procurement is offered as a small business
set-aside. The Standard Industrial Code (SIC) is 1542. Bid Opening is
tentatively scheduled for September 3, 1998. Invitations for Bid (IFB)
will be restricted to potential prime contractors (excluding
subcontractors, consultants and material suppliers) on a first received
first served basis until supply is exhausted. IAW DOD procurement
policy, all offerors must obtain contractor registration with the
Electronic Commerce Information Center at 1-800-334-3414 in order to be
considered for award. Telephone request will not be honored. Plans may
be reviewed at AGC or F.W. Dodge offices in Raleigh, Charlotte, and
Greensboro, NC. A non-refundable bid deposit of $125.00 is required, in
the form of a certified bank check, cashier's check or money order made
payable to "DAO, DFAS-LI" is required. The successful contractor will
perform a minimum of 12% of the contract with its own employees not
including the cost of materials, reference FAR Clause 52.236-1,
"Performance of work by the Contractor". In accordance with FAR 36.204,
