Marguerite Mattson, Contracting Officer The Simplified Acquisition
Division of the Fleet & Industrial Supply Center, Pearl Harbor intends
on negotiating a commercial contract for a Communication System for
the Fleet & Industrial Supply Center Fuel Department. The requirement
is to provide all materials, labor and equipment required to provide
full radio coverage of the Red Hill Fuel Facility. The work includes
installation and connections of the necessary repeaters to the base
stations to provide full coverage in the facility while ensuring all
components are rated intrinsically safe by the Mine Safety and Health
Administration (MSHA). Six hand held radios, two base radio stations,
a spare repeater, and a spare base radio needed to communicate within
the Red Hill Facility. The project will include providing a translator
to interface to the governments existing Motorola's Astro Digital
Saber III Radio System Model #H04RDH9PW7AN. The Base radios will be
located at the gauger station in the lower tunnel of the Red Hill
Facility and the Under Ground Pump House located in Pearl Harbor,
Hawaii. One base radio will be provided to the Government as a spare.
The contractor shall connect a translator for the Motorola trunk system
to the base station at the Under Ground Pump House. The translator
shall allow communication with the Motorola Astro Digital Saber III
Radio System Model #H04RDH9PW7AN used by Fleet and Industrial Supply
Center Fuel personnel in the Pearl Harbor Area. The contractor shall
provide and install repeaters as necessary to provide full radio
communication coverage of the entire Red Hill Facility to include the
6 miles of subterranean tunnels. One repeater will be provided to the
government as a spare. Each of the six hand held units will be supplied
with a minimum of an (8) eight hour standby use battery pack. Two spare
(8) hr minimum standby use battery packs and six chargers shall be
installed in the gauger station. Each hand held unit shall be complete
with antennas, and carrying cases. The contractor shall be responsible
toprovide all materials and labor provide 120V power to the equipment
provided under this contract. A pre-bid site visit will be conducted to
allow each bidder to verify existing electrical sources and to
determine the scope of this effort. The contractor shall support
acceptance testing, to include a demonstration of the radios
effectiveness at various locations in the Red Hill Facility. The
contractor shall provide two four hour training sessions and shall
include operation and maintenance of the system and six sets of
manuals. The contractor shall provide one year parts and labor warranty
covering maintenance and/or replacement of/or improper installation
procedures/processes. Due to the security and specifics of the location
of the system, there will be a ONE-TIME, MANDATORY, site visit held
during the week of August 17-21, 1998. No other site visit will be
held. Date and time of this mandatory site visit will be announced on
the Request for Quotation (RFQ) package. All responsible sources may
submit a proposal which shall be considered by this agency. Requests
