324-1474 The Federal Bureau of Investigation (FBI) intends to negotiate
on a sole source basis with Integrated Systems Research Corporation.
This solicitation is being issued as a Request for Quotation (RFQ)
#33429. The Standard Industrial Classification is 3663, and the
Business Size Standard is 750 employees. The FBI is responsible for
tracking field equipment based on the type of case under investigation.
It requires several devices with varying characteristics, such as
initial cost, operating cost, size, etc.to meet all the requirements
for each specific case for which the field offices may request tracking
equipment. In order to meet these varying need in a timely manner, a
wide selection of devices are required to be retained and ready to be
shipped out for the requesting office. Procuring the equipment would
enhance existing equipment already on-hand in the field offices. This
requirement is for a Firm-Fixed price contract, Indefinite
Delivery-Indefinite Quantity (IDIQ) for one base year with four (4)
option years. The FBI has a requirement to purchase CLIN 1: SPM 2000
GPS Receiver with a RAM MOBILE Transceiver, CLIN 2: Base Transceivers
and CLIN 3: Display Units. The estimated minimum order amount is 20
units of CLIN 1, 10 units of CLIN 2 and 10 units of CLIN 3, with an
option to procure up to a maximum total of 500 units for CLIN 1, 100
units for CLIN 2 and 100 units for CLIN 3, over the life of the
contract. This requirement consists of the following: (1) system must
have an integrated Global Positioning Receiver and transmit the
location data over the North American RAM Mobile radio network, (2) the
system must be programmable from a personal computer to permit the
operator to select the operating modes, (3) it must stores data in
memory (10,000 positions minimum) and transmit the positions at
programmable intervals, (4) transmit real-time data when in service
area, stores data for later transmission when not in service area, and
(5) must operate from 12 VDC. Based on a market research, it has been
determined that this is the only source to meet the FBI's minimum
requirement. Interested persons able to meet the requirement are
invited to identify their interest and capability by submitting a
proposal to include technical qualifications and experiences/pricing
and any other information which shows a bonafide ability to meet these
requirement within 45 calendar days of this publication. If no
affirmative responses are received within this time to determine that
a qualified source more advantageous to the Government is available, a
contract will be place with the above-named vendor. No telephone
