synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number,
#53SBNB860122, is a Request for Quote (RFQ). The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-04. The associated Standards Industrial
Classification Code (SIC) for this procurement is 5084, and the small
business size standards for employees is 500. This procurement is not
set aside for small business. The National Institute of Standards and
Technology (NIST) has a requirement for Step Motor Drivers, identified
as Contract Line Item Number (CLIN) 0001, quantity -- 250 motor driver
units each. CLIN 0002 -- Option for 25 axes to be exercised within 6
months ARO. CLIN 0003 -- Option for 25 axes to be exercised within 12
months ARO. CLIN 0004 -- Option for 25 axes to be exercised within 18
months ARO. CLIN 0005 -- Option for 25 axes to be exercised within 24
months ARO. Provide a price per unit. Background -- The NIST Center for
Neutron Research (NCNR) is a national facility dedicated to the use of
neutrons for materials research and basic science. With 18 operational
neutron spectrometers and three new spectrometers under construction,
this facility provides the nation with its most versatile capability
for neutron based research. The NCNR has identified the need to
modernize the computer-based stepper motor systems which control the
position of the many movable components on each spectrometer. NIST has
determined that the motor driver amplifiers in this new system shall
be independent, chassis, rack, or heat-sink mountable units which
provide high resolution, currect controlled output for two phase hybrid
stepper motors. Towards this design goal NIST intends to purchase from
a manufacturer's standard inventory, a number of microstepping,
bipolar chopper step motor drivers. These drivers will provide a
standard, TTL-compatible STEP and DIRECTION indexer interface and be
capable of driving two phase hybrid stepper motors with winding
inductances in the range of 0.5 to 50 mH. The drivers should be capable
of accepting a DC input voltage up to 75VDC and produce an output
current rating of a least 7A per phase. The drivers shall provide an
interface which allows for easy adjustment of the step resolution and
output current, provide motor and drive fault protection, and a current
reduction capability for a stationary motor. Specifications -- The step
motor drivers shall have an independent chassis or heat-sink mountable
two-phase motor driver and shall meet the following specifications:
(1) shall be part of the manufacturer's standard inventory; (2) shall
be TTL-compatible indexer interface with STEP, DIR, REMOTE
ENABLE/SHUTDOWN, DRIVE FAULT and preferably a REMOTE STANDBY function
for current reduction at standstill; (3) shall have a 70VDC minimum
input voltage supply (120VAC input models will be considered at a
substantial disadvantage in rating) (prefer that all logic level power
is generated from the primary input voltage supply); (4) the output is
two-phase, bipolar, current regulated drive,chopper frequencies greater
than 20kHz (fixed frequency chopping at equal or greater than 20kHz is
preferred); (5) motor outputs shall be compatible with step motor
inductance's from 0.5 to 50 mH, with a maximum output current of a
least 7A/phase; (6) output power amplifier shall be capable of dumping
or regenerating power generated by the motor/load system and faulting
when this capacity is exceeded without damage to the drive; (7) output
shall be protected from over- temperature, phase-phase short circuits
and phase to ground short circuit conditions; (8) output waveform shape
(offsets and harmonics), and current amplitude shall be user selectable
with a strong preference for a switch or jumper selectable interface;
(9) shall support multiple resolution waveform generation from
"full-stepping" (200 steps/rev.) to "full-microstepping" (25,000
steps/rev minimum) (preference is for a jumper or switch selectable
step resolution interface); (10) shall provide anti-resonance circuitry
and/or electronic damping modes (preferred); (11) shall provide for low
EMI emissions or provide appropriate shielding capability (preferred);
(12) output current reduction at standstill to a minimum of 50% of
full rating is required (standby mode may be enabled by asserting the
REMOTE STANDBY input or automatically by the driver after a move is
completed) (standby current level shall be preset and/or (preferably)
user selectable; and (13) command step inputs shall have a minimum
bandwidth of 500kHz (prefer 2MHz or better). Delivery is required
within 12 weeks ARO. Delivery location is NIST, Building 301, Receiving
Room, Gaithersburg, Maryland 20899, The FOB point shall be Destination,
Gaithersburg, Maryland. The following FAR provisions apply to this
solicitation: FAR 52.212-1 Instruction to Offerors-Commercial; FAR
52.212-2, Evaluation-Commercial Items. Evaluation Criteria to be
included in paragraph (a) of provision FAR 52.212-2 are as follows: (1)
Technical Capability to meet or exceed the Government's requirement.
(2) Past Performance. Offeror's should include recent references
(within the last 3 three years) of installations of the proposed unit
type. The list should include the name, address, and phone number of
the local contact; and (3) Price. Technical evaluation criteria, when
combined, are significantly more important than price. Evaluation of
the quote will be inclusive of all options. Offerors shall address all
requirements in this combined synopsis/solicitation, and shall provide
clear evidence of understanding of the Government's requirement and the
ability and willingness to comply with the Government's specifications
of need. Failure to address a specification/ requirement will be
construed by the Government asinability to meet the need or the
offeror's taking exception to it. All vendors are to include with their
quotes, a completed copy of provisions 52.212-3, Offeror
Representations and Certifications-Commercial Items, which may be

clause at 52.212-4, Contract Terms and Conditions-Commercial Items,
