for Quotation (RFQ) for an Electromechanical test machine. The Instron
Model 5582 Floor Mounted Machine is to replace an obsolete instrument
currently used to generate material mechanical property data for SRB
and RSRM. It is mandatory that the requested items interface with
existing Instron test fixtures tooling currently in use in the
Materials and Processes Lab. The interfaces are propriety to Instron;
therefore no design specifications can be released to other companies.
The system requested has identical hardware and software controls to
existing Instron test systems currently in use in the Materials and
Processes Lab and if another type system were procured a significant
amount of operator retraining cost would be incurred as well as
operational downtime that would impact test schedules. The
Electromechanical Universal Test Machine has the following
specifications: (All Catalog numbers specified below are INSTRON

displays (digital or analog) for test data as well as facilities for
generating graphs and tables of processed test results. The use of
simple memorable icons to represent system functions and features
ensure rapid learning and make the system ideal for both infrequent and
experienced users. The basic software provides the following

-- One year Support and Upgrade Agreement The Tension Test Application
provides test control and result calculations required for most
tension testing requirements. Test control functionality includes
pre-cycling, pre-loading, dual test speeds with automatic changeover at
user specified values, creep and relaxation control, pre-tension grip
control and test end/break detection control. Available test results
and calculations include 5 types of modulus, 4 types of yield, break,
pre-set point detection, peak values, slack correction and
creep/relaxation (total and delta). The Compression Test Applications
provides test control and result calculations required for most
compression testing requirements. Test control functionality includes
pre-cycling, pre-loading, dual test speeds with automatic changeover at
user specified values, creep and relaxation control, pre-tension grip
control and test end/break detection control. Available test results
and calculations include 5 types of modulus, 4 types of yield, break,
pre-set point detection, peak values, slack correction and
creep/relaxation (total and delta). The Flexure Test Application
provides test control and result calculations required for most flexure
testing requirements. Test control functionality includes pre-loading,
creep and relaxation control, and test end/break detection control.
Available test results and calculations include 6 types of modulus,
outer fiber stress and strain, 4 types of yield, break, pre-set point
detection, peak values, and creep/relaxation (total and delta). Both
three and four point flexure tests are supported. The Peel, Tear and
Friction Test Application provides test control and result calculations
required for most PTF testing requirements. Test control functionality
includes pre-loading, speed control and test end detection control.
Available test results and calculations include tear, static and
dynamic coefficient of friction, average peel/tear, load displacement
at first peak, energy at first peak, energy between limits, peel length
and more. The Test Director is a high level user interface that enables
you to direct what an operator does during a test, thus simplifying
training and reducing operator errors. When running a directed test,
the operator is instructed to perform specific functions and to provide
specific test related data, thus guaranteeing that testing is performed
the way you have specified. The Enhanced Report option provides a word
processing and graphical layout tool for creating practically any
style of report. With Enhanced Graph you can combine graphs, text, clip
art such as company logos or pictures of test set-ups, with test
information and results any way you want. Enhanced Graphics provides
powerful analysis and graphing tools for presenting test data. With
Enhanced Graph you can add markers, text, legends and titles, create
multi-layered statistical and analysis plots, perform linear
regression, curve smoothing, data filtering and more. With the Advanced
Control Option you can control the movement of the crosshead as a
function of load, stress, strain or true strain in addition to position
control. All control modes are available during pre-loading,
pre-cycling and test phases, and they can be selected independently
allowing any desired combination of control during a test. The User
Calculations Options let you create custom test results by performing
mathematical operations on standard Merlin test results and specimen
information. Custom results are created in three simple steps. Simply
define your variables, use the built in equation designer (calculator)
to create the calculation for your custom result and add the result to
the calculation list. TestProfiler allows you to create custom test
control sequences (profiles) with a simple, user friendly interface.
Complex cyclic test sequences are readily created by using
TestProfiler's waveform building blocks (triangles, ramps and holds).
Your test method is graphically displayed as you create it and standard
Window's tools (cut, paste, copy, delete, etc.) can be used to quickly
create or modify virtually any complex test sequence. Test results can
be independently assigned to individual test blocks and the graphical
display of test results can be filtered to show only the blocks
(cycles) of interest. INSTALLATION AND SET-UP OF ELECTROMECHANICAL
SYSTEMS: This service ensures smooth and fast start-up and efficient
operation from the first day of installation. This service includes:
Installation and hook-up of all hardware -- Installation of an approved
PC and necessary software integration (where applicable) -- Set-up of
one software test method to the customer's requirement (where
applicable) -- Set-up of the hardware to the customer's requirement. --
Start-up Training: This is included with the system installations and
includes basic operator training immediately following completion of
the installation. Training includes use of all safety features,
calibration requirements and basic operational functions as well as the
successful completion and acceptance of a customer test, including
specimens, where possible No one of a kind system shall be acceptable.
System shall be off the shelf and vendor shall demonstrate that
similar systems are in the field. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to
purchase the items from Instron Corporation. This sole source
procurement is based on proprietary specifications and system
compatibility requirements. The Government intends to acquire a
commercial item using FAR Part 12. Interested firms have 10 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 10 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
