A -- TECHNICAL SUPPORT FOR OPEN SKIES SAROS PORTABLE SAR PROCESSOR POC David Staudt, Negotiator, (703) 325-9210, Edward L. Archer, Contracting Officer, (703) 325-5028 The Defense Special Weapons Agency (DSWA) intends to award a sole source Purchase Order to System Planning Corporation (SPC) for one (1) year of portable SAR processor technical support. DSWA contracted with SPC for design and development of the Synthetic Aperature Radar for Open Skies (SAROS) portable processor under DNA001-94-C-0006. This contract ended in January 1998. As the Open Skies Treaty has not yet entered into force and the US Aircraft and SAR have not been certified, there is a residual need for Technical expert Support related to the specific SAR processing algorithms and calibration routines in the SPC developed portable processor. DSWA considers that this expertise within the SPC/User system team cannot be duplicated without such unreasonable expenditure in time and money as to render DSWA non-responsive to Treaty requirements. Any other firm desiring consideration must fully identify its capability to perform this requirement. See Note 22, substitute 30 days instead of 45.
