568 The Naval Sea Systems Command (NAVSEA) intends modify Contract
N00024-94-C-5441 with Northrop Grumman Norden Systems, Inc. (NGNS) of
65 Marcus Drive, Melville, NY 11747, to add scope to the existing
development contract. The contract currently stipulates that APG-68
Transmitters, which were originally developed and produced by NGNS
(formerly Westinghouse), are to be provided as Government Furnished
Property (GFP) for incorporation into the AN/SPQ-9B Radar System.
During installation and testing of the AN/SPQ-9B Radar System, cooling
and reliability problems with the APG-68 Transmitters surfaced which
may be attributable to changing the application of these transmitters
from the environment of an airplane at thirty thousand feet to that of
a combatant surface ship. NGNS is the original equipment manufacturer
(OEM) and the sole producer of the APG-68 Transmitter for the USAF.
Therefore, no other firm possesses the technical expertise required to
analyze and design a modification to this GFP, which will correct the
application/reliability problems that currently exist. This new scope
change order modification will be issued pursuant to 10 U.S.C.
2304(c)(1). "Only one or a limited number of responsible sources and no
