Army Forces Central Command (ARCENT) and Headquarters Industrial
Operations Command/Army War Reserves Support Command (AWRSPTCMD) has a
requirement for contractor services for combat services support at
Camp Doha, Kuwait or assigned as a mission of Camp Doha, for a base
year (Fiscal Year 00) and nine option years. Solicitation Number is
DASA02- 98-R-5000. This draft solicitation will be issued 24 July 1998,
comments should be submitted only to the Contracting Officer at the
Army Atlanta Contracting Center by 7 August 1998. This is a follow on
requirement for an existing contract which expires at the end of Fiscal
year 1999. Major Services include supply operations, materiel and
equipment maintenance (unit level, organizational level, direct and
general support), installation transportation, morale, welfare and
recreation activities, information management systems and
communications, administration and security. The Government will
furnish emergency medical and rescue service, fire protection services,
trash collection and disposal, telephone service through the Government
system, limited mail service, currently installed utilities,
publications and forms through a contractor maintained distribution
account, secondary transfer standard calibration services for
Government furnished equipment, real property maintenance support for
Government-furnished facilities, meals on a reimbursable basis in the
dining facility, and technical training when available to support new
systems/equipment fielded during the contract period. The Government
will also furnish supplies, materials, repair parts, facility
equipment, weapons, shop equipment, tools, vehicles and mobile
operating equipment identified in the contract. The Contractor shall
furnish management, personnel, and all other resources including most
logistical support for contractor personnel, housekeeping services in
all Government-furnished facilities, and uniforms. Offerors must
possess or obtain by contract execution date all U.S. security
clearances. A contractor facility clearance of at least "Secret" will
be required. As a minimum, contractor management personnel must have a
"Secret" security clearance by contract execution date. Proposed
contract type is a cost-plus-award-fee. Formal source selection
procedures will be used. Preproposal conference will be held 31 July
1998 at Fort McPherson, Georgia. Site visit at Camp Doha is scheduled
for 24-25 August 1998. Potential offerors are advised attendance at the
preproposal conference and site visit are at their own expense. There
are no Government billeting facilities to support attendees. Unique
requirements must be met to gain access to the country of Kuwait and
Camp Doha. These are the sole responsibility of the offerors and may
include security clearances, passports, and visas. Offerors are
required to notify the issuing office in writing prior the date
scheduled in writing of the names of the attendees for both conferences
as soon as possible but not later than 24 July 1998 in order to receive
further instructions. Offerors are advised to submit questions in
writing in order to allow the Government adequate time to prepare and
make the conference as productive as possible. This requirement is
unrestricted. All responsible offerors may submit an offer which will
