Office of Policy (OP) conducts programs and develops policies regarding
the impacts of and alternatives to urban sprawl (low-density greenfield
development where residential, commercial and industrial land uses are
isolated from each other). The purpose of this contract is to provide
OP with data analysis and management, policy development and analysis
and outreach regarding the environmental social and economic impacts
of metropolitan planning and development plans, policies and practices.
This includes the effects of low density versus high density, sprawl
versus compact development, mixed use versus single use developments as
well as alternative development patterns and projects. This procurement
will support the development of the UEDD's programs and tools related
to policy, planning and design alternatives to sprawl. The range of
work entails educating the public, developing analytic and policy tools
and encouraging partnerships and collaboration among different smart
growth stakeholders (e.g., developers, business groups, citizen
activists, financiers, and government officials). This contract
requires an inter-disciplinary approach to identifying and analyzing
metropolitan development and planning issues and their environmental,
economic and social impacts. Examples of potential work projects
include: Evaluations of zoning, urban growth boundaries, regional
development plans; Analyses of compact, mixed-use or infill
development; Data collection on environmental performance in
communities with contrasting development patterns;Analysis of
distributional impacts of different forms of development;Research on
energy and environmental impacts of land use changes, such as mixed-use
development; Projections of loss of habitat and green spaces due to
prevailing patterns of development; Reports on municipal fiscal
performance of fringe versus infill development; Assessments of
economic impacts of development on the real-estate an business sectors;
Financing alternatives for compact, mixed use or infill development;
Case studies, or analyses of pilot projects in particular developments,
cities or states. Brownfields and infill redevelopment, Industrial
ecology and Eco-Industrial Parks as alternative development models;
Incentives for private sector support of financing for infill or
brownfields redevelopment; Fiscal issues such as municipal taxation and
real estate development and public sector infrastructure investment;
Comparative advantages and disadvantages of housing and business
location by development density; Distribution and environmental justice
concerns(e.g., suburbs versus urban); The impact of development on
efficiency of government and utility services as well as infrastructure
investment and investment. Relevant authorities for this contract
include Clean Water Act (CWA), Comprehensive Environmental Response,
Compensation and Liability Act (CERCLA/Superfund), Small Business
Regulatory Enforcement Fairness Act (SBREFA), Clean Air Act (CAA),
National Ambient Air Quality Standards (NAA QS), Internal Surface
Transportation Efficiency Act (ISTEA), Federal Housing Act (FHA),
Resource Conservation Recovery Act (RCRA), Safe Drinking Water Act
(SDWA), Toxic Substances Control Act (TSCA) Endangered Species Act
(ESA), Pollution Prevention Act (PPA) various zoning laws, and related
housing and urban development legislation and initiative (e.g., the
Brownfields Initiative or the Empowerment Zones and Enterprise
Communities programs). Project Managers and team leaders chosen for
this assignment are required to have advanced knowledge, in depth
experience, and demonstrated ability in originating an applying new and
unique methods and procedures to urban and metropolitan planning and
development issues. Strong economic, quantitative social science
skills, excellent report writing, and modeling skills in environment,
natural resource energy and socio-economic issues is required.
Expertise or in depth of knowledge of the existing literature and
analyses pertaining to industrial ecology, metropolitan development,
government and private sector finance, real estate sectors, urban
environmental and energy issues is important. This procurement has a
full and open competition designation. The proposed contract will have
a total period of performance of 60 months, to include a twelve (12)
month base period, and four (4) twelve (12) month option periods. All
