Development (USAID) Mission in Mexico is seeking applications (Standard
Form 171 or OF-612)from an interested individual to work under a
Personal Services Contract (PSC) as Environmental/Biodiversity
Conservation and Global Climate Change Team Leader. The USPSC
Environment/Biodiversity-CC serves as Leader of USAID/M's
Environment/Biodiversity-CC Team and is responsible for maintaining a
reliable results measurement, evaluation and reporting system which
allows the Mission and USAID/Washington to track accurately the results
and impact of activities against established indicators. Applicants may
be U.S. citizens and U.S. residents only. This position has been
classified at a U.S. Government GS-14 level, which has a salary range
of U.S.Dollars ($61,656-$80,151) per annum. The actual salary of the
successful candidate will be negotiated within this range depending on
qualifications and previous earning history. The Contractor should
have: (1) Record of efective, collegial working relationships, from the
staff to policy-making levels, with a wide range of individuals and
organizations, including technical experts and contractors, host
country partners (public and private sector), and international
organizations; (2) An advanced degree or equivalent in environment
(including energy and natural resources conservation management; (3) At
least five years of relevant work experience in Latin America; and
minimum Spanish language capability at FSI 3/3 level. (4) Proven
results working through a wide range of individuals and organizations
to identify and resolve sensitive, complex technical and policy issues
in environmental/biodiversity and energy conservation; (5) Proven
results in identifying and meeting organizational strengthening needs;
(6) Proven results in integrating complex programs in
environmental/biodiversity protection and energy conservation, in order
to achieve synergies and increase effectiveness. (7) Proven ability to
manage significant human and financial resources effectively; and in
accordance with USAID regulations and procedures; (8) Proven ability to
establish/run a management information system for complex
implementation monitoring, data gathering and detailed, reliable
reporting on results and impact acceptable to the Mexican Government.
Maintain effective working relationships with other USAID partners; (9)
Work through USAID's Global (G) Bureau to achieve goals and results in
the areas of cross-border electricity trade, energy trade policy and
regulation, and restructuring the Mexican national electric utility
(CFE). RFP-MEX 98-016 will be available on or after August 1, 1998.
