The Department of Energy, Albuquerque Operations Office, (DOE-AL) intends to procure local office and commercial relocation services to assist the Property and Administrative Services Division (PASD) with the space management of all DOE-AL properties, as PASD is responsible for coordinating the re-location needs of approximately 1,000 employees at DOE-AL. Specifically, the contractor will be required to provide all management, supervision, supplies, labor, tools, and equipment and shall plan, schedule, coordinate, and ensure effective completion of relocation of office furniture, shelving, equipment, materials, supplies, etc., (hereinafter referred to as property) from one location to another. Services include but are not limited to furnishing of: 1) vehicles, if applicable, appropriate for the particular job as necessary, 2) drivers, if applicable, 3) boxes, crates, packing materials, padding and all other necessary items as appropriate for the amount of furniture or other items to be moved, and 4) Supervisors, laborers and shipping packers to perform a coordinated and efficient relocation. The property to be moved includes but is not limited to: general office furniture, i.e., desks, bookcases, systems furniture units, shelving units, safes, sofas, chairs, supplies, computers, printers, warehouse contents of various forms, etc. The DOE-AL is currently comprised of approximately 20 buildings and 32 modular buildings distributed over 8 sites, located primarily on Kirtland Air Force Base (KAFB), Albuquerque, New Mexico (NM). The one site currently located off KAFB is the AL 12th Street Warehouse, part of the GSA Warehouse facility, located south of I-40 on 12th St., Albuquerque, NM. The contractor will be required to provide a designated Supervisor for DOE-AL scheduled move requirements. The Supervisor will be required to become familiar with the DOE-AL facilities and their locations. The Supervisor shall be capable of obtaining a DOE L' security clearance. The government intends to award a commercial Indefinite Delivery, Indefinite Quantity Commercial Contract with Task Orders issued on a Firm-Fixed Price Basis. The period of performance is anticipated to be one basic year with four (4) one-year options. This solicitation is being issued in accordance with FAR Part 12, Acquisition of Commercial Items. The recommended Standard Industrial Classification (SIC) Code for this procurement is 4214, with a corresponding size standard of $18.5 million (indicates maximum annual receipts allowed for a concern, including its affiliates, to be considered small). The proposed contract is 100% set aside for small business concerns. See Numbered Note 1.
