equipment and materials and perform all work for constructing a two (2)
story addition having approximately 1,200 square feet per floor and
renovating approximately 1,800 square feet of existing space at the
Corporation's Maintenance facility located near Massena, New York. Work
shall include construction and/or renovation of offices,
bathrooms/locker rooms and a lunchroom. Cost range is between $100,000
and $250,000. The solicitation package may be requested by mail or fax
and must be received no later than 15 days after Commerce Business
Daily publication. There is a $50.00 non-refundable charge per each set
of specifications and drawings. This will be a firm-fixed price
contract. This solicitation is issued in accordance with the Small
Business Competitiveness Demonstration Program. All responsible sources
may submit an offer, which shall be considered by the Saint Lawrence
Seaway Development Corporation. THIS NOTICE IS FOR INFORMATIONAL
PURPOSES FOR MINORITY, WOMEN-OWNED AND DISADVANTAGED BUSINESS
ENTERPRISES: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short-Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
