changes/corrections are hereby made to the original
synopsis/solicitation: (1) BASE PERIOD -- Date of Award through
September 30, 1998. (2) From APPLICABLE STANDARDS & REGULATIONS delete:
ARINC Characteristics 561. (3) To GENERAL REQUIREMENTS change: The STC
shall cover all unique aspects of the herein described
modification/integration and shall be supplemental to the basic FAA
Regulation Parts 23 or 25 (as appropriate) certification of the
standard aircraft. (4) To SPECIALIZED REQUIREMENTS change: (d) Take Off
-- International Standard Atmosphere (ISA) day + 30 to ISA + 35 C. (5)
To SPECIALIZED REQUIREMENTS add: (f) an HF radio is required. An FM
radio is required and will be provided by the Government. (6) To
Aircraft Security System add: (e) An engine/ignition cutoff or lockout
feature. (7) To INSPECTION & ACCEPTANCE (a) add: The contractor shall
prepare an Acceptance Test Plan that outlines the ground and flight
tests to be conducted prior to aircraft acceptance. These tests shall
be thorough enough to monitor aircraft design/modification integrity
and to ensure that there will be no degradation of avionic and
electronic equipment performance that could be caused by inadequate
manufacturing or installation techniques. Sufficient data shall be
recorded during these tests to permit judgement to be made regarding
the aircraft and subsystem acceptability. The contractor shall submit
his Acceptance Test Plan to the DEA ninety (90) days prior to scheduled
aircraft acceptance test. The DEA will notify the contractor of
approval or disapproval within thirty (30) days after receipt of the
test plan. (8) To INSPECTION & ACCEPTANCE (b) add: The Contractor shall
demonstrate to DEA that the following environmental requirements have
been met. Altitude: All equipment shall operate continuously from zero
feet to the service ceiling altitude conditions. The equipment, when
not operating, shall not be damaged at altitudes up to 35,000 feet. All
non-cabin equipment shall operate continuously from zero to 35,000
feet. Test data shall be submitted to the DEA in accordance with
paragraph (d) of this section. Temperature: All equipment shall operate
satisfactorily in ambient temperatures from -10 to +55 degrees
Centigrade. The equipment when not operating shall not be damaged when
exposed to ambient temperatures from -50 to +80 degrees Centigrade for
extended periods of time. Test data shall be submitted to the DEA in
accordance with paragraph (d) of this section. Vibration: All equipment
shall operate satisfactorily in the vibration conditions for fixed,
multi-engine, turboprop aircraft. Test data shall be submitted to the
DEA in accordance with paragraph (d) of this section. (9) To INSPECTION
& ACCEPTANCE add (d): Test Data -- A report indicating the results of
each test specified above shall be submitted to the procuring activity
within thirty (30) days after completion of tests for the DEA review
and approval. The DEA will notify the contractor of approval or
disapproval within thirty (30) days after receipt of the test results.
The report shall include all data collected in conducting these tests
and a record of all failures, and shall describe suitable and adequate
corrective actions for all failures that occurred. (10) FAR clause
52.232-33, "Mandatory Information for Electronic Funds Transfer
Payment", is applicable to this action. (11) THE ESTABLISHED DUE DATE
HAS BEEN EXTENDED THROUGH AUGUST 10, 1998. (12) Answers to questions
