synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). 1 each -- Haptic
feedback hardware system that shall permit users to experience "touch"
sensation of computer-generated objects and experience realistic force
feedback via the human hand. In addition, the system must provide
sensors, which accurately and repeatably measure the position and
movement of the fingers and wrist. This hardware shall be interfaced to
the computer via a high speed RS-232 serial port and shall use standard
USA 120 volt 60 Hz power. Also, calibration software and other software
tools to provide easy interface with user applications shall be
provided for both the SGI IRIX and the Microsoft Windows NT
environments. If the hardware requires an external tracker to orient
itself in space, then it must support the Ascension Flock of Birds
multiple receiver system with a Standard Range Transmitter. The
hardware must allow freedom of movement and provide proper operation
over the majority of the Flock of birds usable range which is
approximately a 3 foot radius. The weight of the system felt by the
user during use shall not exceed 500g. Range of movement for a user
wearing the system shall be at least 80% of that achievable when the
system is not worn. The system shall be adjustable to fit the majority
of adult hands. The force feedback component shall be capable of
resisting a users grasping force of up to at least 12 newtons per
finger with a force resolution of the minimum of either 12 bits or
0.003 newtons over the range from zero to maximum. That force feedback
component shall be applied individually to each of the four fingers
and the thumb approximately perpendicular to the fingertips throughout
the range of motion and shall at least be capable of being used on the
right hand. Sensors shall be included in the system to measure the
degree of bend in each finger and thumb joint, abduction between each
adjoining pair of fingers or thumb, palm arch, thumb crossover, wrist
flexion, and wrist abduction. These sensors shall be capable of being
used by the system for a variety of closed loop computer commanded
control functions to include at a minimum: Force feedback to prevent
fingers from moving beyond a specified point as in grasping a hard
object; Force feedback to provide a resisting force proportional to
finger position over a defined position range; Force feedback to
simulate a vibrating (vibration rate up to 25 Hz.) object; and Force
feedback to simulate an object that is moving while the user is holding
it. Sensors shall be relatively insensitive to movements other than in
the intended axis. Sensor nonlinearity shall be less than 1% over the
full range of movement, and shall repeatably measure joint bending to
an accuracy of 0.5 degrees after being properly calibrated. The vendor
shall warrant that the system will function according to the
specifications above for a period of three years of normal use, and
shall repair or replace faulty components during that period at no cost
to the government. The provisions and clauses in the RFQ are those in
effect through FAC 97-04. This procurement is a total small business
set-aside. See Note 1 The SIC code and the small business size standard
for this procurement are 3577 and 1000 respectively. The quoter shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to LaRC is required within
thirty days ARO. Delivery shall be FOB Destination. The DPAS rating
for this procurement is DO-A7__ . Quotations for the items(s) described
above may be mailed or faxed to the identified point of contact [or bid
distribution office, by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. Please note that payments are to be made by electronic funds
transfer, accordingly, you must provide the mandatory information for
electronic funds transfer with your representations and
certifications. Failure to provide this information may delay or
prevent the receipt of payments through the Automated Clearinghouse
Payment System. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3

52.222-37, 52.225-3. Questions regarding this acquisition must be
submitted in writing no later than August 4, 1998. Quotations are due
by 4:00 p.m. August 7, 1998 to the address specified above. Selection
and award will be made (on an aggregate basis) to the lowest priced,
technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Quoter shall describe documentation to
prove Year 2000 Compliance. Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
