78 -- LIFE VESTS SOL M67854-98-R-2129 DUE 080798 POC Peggy Smith, 703/784-5822 x252, FAX 703/784-5826 This is an amendment to Submission No. 213093 dated 18 June 1998, issued as a Reqeust for Proposal. The Marine Corps Systems Command has changed its quantity requirement for the life jackets from 2,419 units to 1,901 units and is now seeking qualified small businesses which may be able to satisfy this effort. As a result of the changes, a combined synopsis/solicitation for commercial items has been prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation M67854-98-R-2129 is being reissued as a Request for Proposal. This solicitation document incorporates Provisions and Clauses that are in effect through Federal Acquisisiton Circular #97-05. In accordance with FAR Provision 52.212-2, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, ability to meet product specifications and time to delivery considered. This procurement is 100% set-aside for small business and the Standard Industrial Classification Code (SIC) is 3842. The size standard is 500 employees. Contract line item is as follows: CLIN 0001: 1,901/EA Stearns Type I life vest (p/n 6000 Mechant Mate) with the following specifications: Offshore O.D. Green life jacket, double stitched seams, USCG special purpose type 5 approved for military use, hinged back panel, encircling body belt, heavy-duty 210 Denier nylon shell and lining, 62 square inch (400 square centimeters) of SOLAS-grade reflective panels, and two chest adjusters for improving flotation angle. The life vest must also have: at least 22 lbs. of buoyancy, be adjustable to accommodate all body sizes, have straps with fasteners that will remain fastened during rough water conditions, allow wearer access to magazines, canteen, butt-packs and first aid kits, andbe able to turn most wearers face-up, even if they are unconscious. Because this vest will be used by the Marine Corps duing all open water transits in small boats, it must also meet all other requirements for a Type I life vest, as prescribed by the U.S. Coast Guard in the 33d code of Federal Regulations, sub-chapter S.
