NASA/JSC plans to issue a NASA Research Announcement (NRA) for Technology and Advanced Development for a Non-Toxic Orbital Maneuvering System and Reaction Control System for Orbiter Upgrade Phase II. This NRA requests proposals for the technology, advanced development, and test of a prototype of the Non-Toxic OMS/RCS. Phase I of this NRA was completed during Fiscal Year 98 (FY98). Phase II, of the NRA will extend through September 2000, and will demonstrate the Non-Toxic OMS/RCS at the subsystem level using flight-type hardware. The subsystem prototypes consist of a propellant tank, feedsystem, valve components, Reaction Control Subsystem (RCS) engines, and Orbital Maneuvering Subsystem (OMS)engine. All prototype subsystem hardware shall be capable of integration into a system prototype. The system prototype will then be tested as an integrated system to validate all aspects of the system, tank, feedsystem, and engines in all mission phases on the ground and flight. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The SIC Code and Size Standard are 8711 and 1000 employees, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFP and model contract are those in effect through FAC 97-04. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about 08/15/98 with an anticipated offer due date of on or about November 15, 1998. An ombudsman has been appointed -- See Internet Note "B".
