Stever Tel -- 703-875-6845 The Department of State intends to execute a sole source contract with "The National Academy of Public Administration" (NAPA), a Congressionally Charted, nonpartisan organization. Under this contract, NAPA will conduct a study that will include an analysis of the Department's mission requirements as established for the next five years. The contractor will examine the current methodology, applied skill codes along with the process utilized by the Department to recruit and maintain full time senior civil and foreign service personnel who will be required to carry out the Departments mission. At the conclusion of the study, the Contractor will produce a report of their findings and recommendations on how to improve the recruitment, training and retention of personnel in the Department.
