(telephone: 931-454-7841) This project is for the refurbishment of the
J4 test cell exhaust deflector system at Arnold Engineering Development
Center, Arnold AFB, Tennessee. The J4 exhaust deflector system consists
of a series of perforated plates, eighteen support trusses, a center
support pipe, eighteen concrete wall support braces, and a network of
cooling water supply piping located at the bottom of a spray chamber in
the J4 test cell. The system was devised in the early 1960s to redirect
hot rocket exhaust gases existing the cell's steam ejector. The
contractor must design, fabricate, and install replacement of eighteen
support trusses and lateral braces, the wall support braces, the
deflector support struts, part of the cooling water piping and the
piping supports attached to the components being replaced. The project
includes one option for the replacement of the eighteen wall support
braces. All work includes demolition of the existing members.
Performance period for the base amount shall be approximately 300
calendar days. The estimated order of magnitude for the project is
between $500,000 and $1,000,000. This solicitation is a best value
procurement that requires the submission of a technical proposal and
past performance information. Any responsible firm may submit an offer
which shall be considered. Foreign participation is authorized. Any
firm responding to this announcement should do so in writing and should
indicate whether or not it is a small business and whether or not it is
a small disadvantaged business. An Ombudsman has been appointed to hear
concerns from offerors and potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate inthe
evaluation of proposals or in the source selection process. Interested
