This project is a 100% set-aside for Small Businesses. 2. The work includes providing labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to maintain and repair family housing units and associated utility systems, household equipment, appliances, common areas, and other related real property facilities. This includes preventive maintenance of equipment, purchasing and delivery of fuel oil, providing boiler certification, chimney and flue cleaning, cleaning of sanitary waste lines, cleaning of gutters and downspouts, leaf and trash removal, tree pruning and removal, pest control services, change of occupancy repairs, painting, plumbing, electrical, and maintaining the Self-Help program. 3. This procurement will be accomplished through a competitive negotiation process. Award will be based on price and other non-priced factors which may include, but are not limited to; Technical/Management Factors: 1) Corporate Skills, 2) Relevant Experience, 3) Staffing, 4) Financial Capabilities, 5)Subcontracting with Small Business, Women-Owned and Small Disadvantaged Businesses, and 6) Past Performance. 4. PLEASE NOTE: THE GOVERNMENT WILL REQUIRE THAT INFORMATION FOR SOME OF THE FACTORS BE PROVIDED THROUGH ORAL PRESENTATIONS. THE SOLICITATION WILL ADDRESS THIS IN FURTHER DETAIL. 5. This is a request for proposals. A past performance proposal, technical proposal and cost proposal are required. The Government will use a 2-step proposal process. The past performance and technical proposals will be due 30 days after issuance of the solicitation. Ten days after receipt of these proposals, the cost proposals are due and oral presentations will be scheduled. The estimated date of availability of the solicitation is 11 August 1998. 6.
