Principal features of work includes, but is not limited to preparation of all surfaces to be painted, caulking of bathroom fixtures, painting of all previously painted surfaces, painting of prefinished metal and wood cabinets, refinishing of natural finish wood cabinets, paint of some previously unpainted surfaces, replacement of deteriorated gypsum board or plaster, furnish and install stripable vinyl wall covering in bathrooms, furnish and install drapery rods, perform lead paint abatement work and proper lead paint procedures, perform lead paint testing and inspection. Replace lavatories, floor and wall tile, shower and tub supply fixtures. Furnish and install new countertops, new cabinets, new stainless steel sink and garbage disposal. Removal and replacement of floor finish and underlayment. Estimated cost range is greater than $10,000,000. Solicitationwill be issued on 21 August 1998 with a date for receipt of proposal on 21 September 1998. The proposed contract is listed as an 8(a) set-aside and is limited to qualifying 8(a) firms in located within the geographic boundaries of the Baltimore District Office or firms that have been previously certified as local buys in the Baltimore District by their servicing SBA District Office pursuant to 13CFR 124.311(f)(3). All other firms are deemed ineligible to submit offers. The contractor is required to have a minimum of $10,000,000 bonding capacity. Award will be made on the overall "Best Value" to the government with Technical and Quality Control being more important than price. The solicitation will require price and technical proposals.
