source procurement action to Woodward Governor Company, Turbomachinery
Controls, 3800 North Wilson Avenue, Loveland, CO 80539, because of
patent rights to their designs for parts, and the proprietary rights in
their drawings and technical data. The Garrison Powerplant is located
on the Missouri River near Riverdale, ND. The Turbines for the three
(3) Woodward Governors are each rated for outputs of 90,000 horsepower
at a net head of 190 feet. The contractor will be required to (a)
furnish replacement parts and spare parts, and provide any special
tools required for their installation, (b) provide a technical expert
to advise and assist project forces during installation of the new
parts and exiting government furnished parts on one of the three
Woodward governors, (c) inspect and test the above governor after
installation to verify the parts have been correctly installed, and (d)
provide installation instructions, a test report and an O&M Manual. The
outage for installation work is scheduled for 26 April to 7 May 1999.
