(1) This is a COMBINED SYNOPSIS/SOLICITATION for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. (2) This
SOLICITATION, # N00600-98-R-2624, is being issued as a request for
proposals (RFP). (4) The solicitation document and incorporated
provisions/clauses are those in effect through FAC # 97-4 and Defense
Acquisition Circular # 91-12. (5) This solicitation is UNRESTRICTED.
All responsible sources may submit a proposal, which will be
considered. Applicable SIC: 3567. (6) Contract schedule is as follows:

Training, Qty: 01 LOT. (7) DESCRIPTION OF THE REQUIREMENT: INDUCTION
HEAT TREATING FURNACE -- This specification describes procurement and
installation of a solid-state, induction heating system capable of heat
treating gears and cylinder-shaped blanks to 16000F. The equipment
shall be a new and unused, manufacturer's current production model
which has been designed, engineered and sold, or is being offered for
sale through advertisements or manufacturer's published catalogs or
brochures. Prototype, pre-production, or experimental units do not
qualify. All parts of equipment that present safety hazards shall have
covers, guards, or other safety devices. Audible noise emitted by the
equipment shall not exceed 84 dB. Corrosion resistant, English
language, "Caution" or "Warning" plates shall be attached in prominent,
visible locations. Use of polychlorinated biphenyls, mercury or mercury
compounds, asbestos or materials containing asbestos on or in the
equipment is prohibited. The equipment shall not emit ecologically
hazardous materials, as prescribed by federal, state and local
statutes, during any operating, service, transportation, or storage
conditions. A supply circuit disconnect device shall be installed on
the equipment. INSTALLATION SITE: Norfolk Naval Shipyard in Portsmouth,
VA. Two copies of English language installation data shall be provided
to, and the installation schedule shall be coordinated with, the
receiving activity within 45 days of contract award. Installation
includes: all excavation, foundations, material, fluids, equipment, and
labor required to make the equipment functional and operable. Utilities
will be stubbed within 20 feet of the required location by the
Government. The contractor shall comply with all applicable
regulations, including safety practices, environmental directives, and
security clearance restrictions governing the equipment operation on
the premises. On-site operator and maintenance training shall be
provided within 30 days after receipt of a written request by the
receiving activity. With the exception of the chiller, the furnace and
peripherals shall operate in site temperatures ranging between 400F to
1400F. The equipment shall operate on a single electrical service of
440 volts (+10%), 3 phase, 60 Hertz. The solid state RF induction
heating power supply shall be capable of delivering a minimum of 120 kW
output load power at the work coil. Frequency range is 300 to 450 kHZ.
Frequency tuning shall be continuous. Contractor shall provide a
remote heat station with coils, capable of operation up to 50 feet from
the power supply. An operator-adjustable heat timer and a diagnostics
system shall be provided. Contractor shall provide a self contained,
water-cooled and ground isolated cooling system shall be provided for
the power supply and coils. Contractor shall also provide a water
chiller with cooling capacity of not less than 120 kW, and capability
of recharging with CFC-free R-22 refrigerant, as needed. The chiller
will be located outside, in an exposed alley adjacent to the site, at
a distance not to exceed 100 feet from the induction furnace.
Contractor shall provide a handling system, which can position parts
into the coil. Automatic and manual bypass control shall provide
positioning and support of the workpiece during the heating cycle.
Manual controls shall include up and down movement, rotating, quench
and heat, variable rotation speed, horizontal movement in and out the
coil with minimum 12" scan length. Scanner shall have an integral
quench system with stainless steel tank, position accuracy in .000's,
absolute position feedback, continuous speed control and automatic
cycling. The furnace shall be capable of heating 4340 steel gears,
having a maximum 16" outside diameter and 3" thickness, to a tempering
temperature of 10500F. and a hardening temperature of 16000F. The
induction furnace shall also be capable of case hardening solid
cylinder shaped blanks up to 12" OD and 8" long to a hardening
temperature 16000F. The minimum case depth shall be 0.10". Applicable
drawings/diagrams will be distributed at the, or are available upon
request from the POC listed below. The power supply shall be rated at
not less than a minimum of 120 kW of RF power. Tests at origin shall be
coordinated with the ACO. Final acceptance will be at destination by
Code 248, Code 920 (Norfolk Naval Shipyard) (757) 396-7096, within 180
days after receipt. Acceptance shall be based upon satisfactory
completion of the examination and tests at destination. Upon completion
of installation, the equipment shall be placed in service, in the
actual application, for a period of two weeks. It shall be operated in
a manner and time frame suitable to demonstrate and verify
satisfactory operation. Examination shall consist of inspection for
damage, verification of quantities and any visual inspection deemed
necessary by the receiving activity. The receiving activity will verify
that supplies received conform to the requirements of this
specification. (7) DELIVERY and INSTALLATION are required within 180
days of contract award. The contractor shall also provide sufficient
training to instruct journeyman's level mechanic (between 3-5
personnel) in proper maintenance and equipment operation. Training
duration shall be no less than 5 working days. (8) FAR 52.212-1,

ADDENDUM. FAR 52.212-2, Para. (a). The following factors will be used
to evaluate offers; technical capability and price. Offerors shall
provide descriptive literature with details pertinent to the design,
construction, operation, materials, components, capacities, performance
characteristics, and accessories, to enable a thorough evaluation and
determination as to whether or not the proposed equipment meets the
requirements of the solicitation. Technical capability and price will
be considered equally. Offerors shall include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and Certifications,
and DFARS 252.212-7000 Offeror Representations and Certifications
(Commercial Items) (NOV 95) FAR 52.212-4, Contract Terms and Conditions
-- Commercial Items is incorporated by reference and applied to this
acquisition. FAR 52.212-5 Contract Terms and Conditions Required to
Implement Statutes or Executive Order -- Commercial Items (APR 1998) is
also incorporated by reference and applies to this acquisition. (a) The

FAR 52.237-02 Protection of Government Buildings, Equipment and
Vegetation, 52.247-64, Preference for Privately Owned U.S.-Flag
Commercial Vessels (46 U.S.C. 1241). 5 The following terms and
conditions incorporated as an addendum to this clause Standard
Commercial Warranty Supply 5252.246-9401 (JAN 1992) The contractor
shall extend to the Government the full coverage of any standard
commercial warranty normally offered in a similar commercial sale,
provided such warranty is available at no additional cost to the
Government. Acceptance of the standard commercial warranty does not
waive the Government's rights under the "Inspection" clause nor does it
limit the Government's rights with regard to the other terms and
conditions of this contract. In the event of a conflict, the terms and
conditions of the contract shall take precedence over the standard
commercial warranty. The standard commercial warranty period shall
begin upon final acceptance of the applicable material and/or services
listed in the Schedule. The Contractor shall provide a copy of its
standard commercial warranty (if applicable) with its offer. The
warranty shall cover a minimum period of 12 months. A site visit will
be held at NORFOLK NAVAL SHIPYARD on JULY 29th, 1998, to inspect the
proposed installation site and discuss applicable codes/conditions.
Failure to attend the site visit shall not constitute grounds for
withdrawal of an offer or for a claim after award of the contract.
Unless amended in writing, remarks and explanations at the site visit
will not qualify the terms of the solicitation or specifications. Firms
interested in the pre-proposal site visit shall submit to the
Contracting Officer, no later than July 27, 1998., the following
information: Company Name, Name of Representative(s),including Social
Security Number, and Date/Place of Birth. This information will be
forwarded to the receiving activity for use in determining security
clearances. The exact location and time of the site visit is: Norfolk
Naval Shipyard, Building #234, Portsmouth, VA 23709-5000. The site
visit will commence at 12:30 p.m, on July 29. Transportation will be
provided by the shipyard, main gate / pass office, directly to and from
