for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement consititutes the only soliicttation;
bids are being requested and a written soloicitation will not be
issued. The solicitation number is 243-98-b-4028 and is issued as an
invitation for bid. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular FAC 97-06. Contract line item number 1. Reinforced
geomembrane liner 154,800 SQ.FT., Provided in individual panels
measuring 60 FT X (30 FT NOMINAL) Total combined number of panels + 86.
Provided in accordance with the following: I. GENERAL: This technical
provision outlines elements specific to acquisition of reinforced
geomembrane liner material, including product quantity and dimensions,
factory fabrication, submittal requirements, and packaging and
shipment provisions. The reinforced geomembrane liner shall be
composite woven fabric coated with a plastic compound which is
minimally degradable in adverse environments; is not susceptible to
environmental stress cracking; provides flexibility for handling under
extreme cold installation condition, is highly resistant to long term
ultraviolet radiation exposure; is a high strength material; and is an
approved material for contact with potable water under National
Sanitation Foundation (NSF) standard 061. II. PROPERTIES: The
reinforced geomembrane shall conform, at a minimum, to the following

Thermal 8x10^-6 in/ ASTM E-228 Expansion/Contraction in./Deg F. max
III. FACTORY FABRICATION: A. A minimum one-inch overlap at all seam
welds shall be made. All seam welds must be in accordance with ASTM
D-751 as modified under NSF 54. The surface of welded areas must be dry
and clean. Sufficient heat shall be applied to the welds so that a
visible bead is extruded from both edges of the weld. B. The fabricator
shall monitor each linear foot of weld seam produced. Fabrication
welding shall be tested for Bonded Seam strength, as indicated above,
at a minimum rate of two samples for every 3,000 feet of weld seam. IV.
QUANTITY & DIMENSIONS: A. 85 liner panels shall be provided. B. The
product shall be provided in panels measuring 60.0 ft x (30.0 ft.
nominal). V. SUBMITTALS: A. Shop drawings, manufacturer material
specifications and product literature shall be provided. B. Samples,
Reinforced geomembrane: One-piece, minimum 18-inches long, taken across
full width of roll of each type and weight of geomembrane furnished for
submittal. Label with brand name and furnish documentation of lot and
roll number from which sample was obtained. C. Quality Control
Submittals: 1. Certifications from geomembrane manufacturer that
furnished products have specified property values. Certified property
values shall be either minimum or maximum average roll values, as
appropriate, for geomembrane furnished. Certification that geomembrane
meets requirements of NSF 061 shall be included. 2. Ultra Radiation
(UV) Resistance Testing: Description of test method(s) for UV
resistance with cut sheets on test equipment shall be provided. 3.
Factory Seaming: A quality control procedure shall be provided which
details the method of inspection. Certification shall be provided by
the manufacturer that factory seams were made and inspected in
accordance with section III above. D. Volume and Weight: Estimated
volume and weight of product total shall be provided. Dimensions and
weight of individual shipment bundles shall be provided. VI. DELIVERY,
STORAGE, AND HANDLING: A. Deliver roll with sufficient information
attached to identify it for inventory and quality control. Markings
shall include "Kipnuk/PHS". B. Handle products in manner that maintains
undamaged condition. C. Do not store products directly on ground. Ship
and store geomembrane with suitable wrapping that protects it from
elements. If storage outdoors, elevate material. D. All material shall
be packaged for rough ocean transport. Bundles shall be strapped to
4"x4" minimum cross skids using 1 " steel bands to allow movement by
forklift. Maximum bundle weight shall not exceed 3000 pounds. E.
Delivery shall be made FOB Seattle, WA Dock or FOB Anchorage, AK Dock
no later than August 7, 1998. The provision at 52.212-1, Instructions
to Offerors -- Commercial, applies to this acquisition. The provision
at 52.212-2, Evaluation -- Commercial Items, is applicable, the
evaluation criteria are responsiveness to specifications, price, and
past performance. Offerors shall include a completed copy of the
provision at 52.212-3, Offeror Representations and Certifications --
Commercial Items, with its bid. The clause at 52.212-4, Contract Terms
and Conditions -- Commercial Items, and 52.212 -- 5, Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items applies to this solicitation. Bids are due July 29,
1998, on or before 2:00pm at 4141 Ambassador Drive, Anchorage, AK
