synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation of this requirement. Proposals are being requested
and a solicitation package will not be issued. This is Request for
Quotation (RFQ) 7228. This combined synopsis/solicitation incorporates
provisions and clauses that are in effect through the Federal
Acquisition Circular 97-05. This procurement is 100% set aside for
small businesses. The Standard Industrial Classification Code is 3663
and the size standard is 750 employees. The FBI has a requirement for
(brand name or equal) 20 PicoDac-S, Model Number PDAC 256 from Digital
Audio Company, (919) 782-6767. The description of this portable
adaptive filter is: 12.5 oz., 1.2"H x 2.8"W x 7.2"D; 10 selectable
filters and bandwidth combinations; operates on 12 V DC; simplified
controls; robust signal processing; dual 256th order adaptive filters;
pocket size digital signal processor which improves audio from
telephones, tape recorders, live mikes, and radio receivers; the band
limits are 3.0, 4.5, and 6.0 kHz. The above cited manufacturer model
numbers are known to meet the specifications and constitutes the
establishment of a standard of quality, however, they are not
considered the only product which will meet the specifications.
Offerors proposing to supply manufacturers/models other than those
specified in the notice are required to submit with their proposals
specification data sheets of proposed models sufficient to enable the
government to determine their technical acceptability. The government
reserves the right to request product samples which can be tested for
compatibility. The following provisions and clauses are applicable to
this acquisition: 52.212-1 Instructions to Offerors -- Commercial
Items; 52.212-2 Evaluation -- Commercial Items; 52.212-4 Contract Terms
and Conditions -- Commercial Items; 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items. The offeror shall include a completed copy of the
provision at 52.212-3, Offeror Representations and Certifications --
Commercial Items with its offer. Responses to this notice shall be
provided in writing. Delivery shall be no more than 90 days ARO, FOB
Destination, to Federal Bureau of Investigation, Engineering Research
Facility, Building 27958A, Quantico, Virginia 22135. The evaluation
criteria for this solicitation will consist of technical capability of
the offered item to meet the agency's requirements, price and past
performance. Technical capability and past performance when combined
are more important than price/cost. Standard commercial warranty is
required. Proposals are to be submitted on Standard Form (SF) 1449. An
original and one copy of the technical and cost proposal shall be
submitted by 12:00 p.m, eastern standard time, August 21, 1998. Hand
deliveries to any FBI location will not beaccepted. Offerors shall
provide names, addresses, and telephone numbers of customers, either
government or commercial, that have received the SAME product during
the past year (this information is needed for evaluation purposes).
