A draft Request for Proposal will be issued in early August for the integration and delivery of a Mobile Remote Emitter Simulator, 1 each plus options for 3 more, to support fleet training. The Electronic Warfare (EW) Flight Test Branch at the Atlantic Test Range (ATR), Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, MD has a requirement for a Mobile Remote Emitter Simulator (MRES) system based on Nondevelopmental Item technology to provide support to fleet training at instrumented sites and remote locations to be delivered in the second part of the year 2000. This advanced, self contained, simulator system shall provide highly accurate simulations of radar across a frequency spectrum of 2 GHz to 18 GHz. The MRES system will be used primarily at the ATR, various locations around the Chesapeake Bay region, Wallops Island, VA and the Camp Lejeune/ Cherry Point, NC area. The MRES will require an interface to the ATR tracking system for control by the EW Workstation when operating at ATR and instrumented sites throughout the lower Chesapeake Bay region. The MRES system will also require a capability to be controlled via a microwave relay and interface with the Tactical Aircrew Combat Training System (TACTS) from Camp Lejeune to the Mid-Atlantic Electronic Warfare Range (MAEWR) Control Room for control and tracking information. The system shall simulate real-world radars with emphasis on fourth-generation threat emitters employing complex pulsed and Continuous Wave (CW) modulation techniques. In addition to active transmissions, the system will require a 500 MHz -- 18 GHz receiver capability for evaluation of aircraft and ship ECM transmissions. Slaving capability shall be compatible with existing ATR slaving format, TACTS, and video tracking. The successful offeror will be required to have as a minimum, a Secret clearance upon award. This draft RFP is a follow-up to Sources Sought Synopsis No. 2014499 published on 18 May 1998.
