DUE 080898 POC Purchasing Agent, N.F. HAIRSTON, (228) 689-8367 This is
a combined synopsis solicitation for commercial items prepared in
accordance with the format in Subpart 13.5, as supplemented with
additional information included in this notice. This constitutes the
only solicitation; quotations are being requested; a written
solicitation will not be issue. Solicitation N62306-98-Q-A002 is issued
hereto as a request for quotes. The solicitation document and
incorporated provisions and clauses are current as of the date of this
publication. This acquisition is set aside 100% for small business
under SIC code 3812 and has a small business size of 750 employees. The
contract type will be firm fixed priced, indefinite delivery/indefinite
quantity with options. The term of this contract including options
shall not exceed 60 months. Base Period will be from date of contract
issuance for a period of 12 months with four consecutive optional 12
month periods after expiration of the base period. The Government
minimum obligation under this contract will be $100,000 during the base
period. The scope of work will be for the delivery of a 1,000 meter
Working class Remotely Operated Vehicle (ROV) system. Contract line
item estimated quantities are over the life of the contract.The
contract line item numbers (CLINS): item, estimated quantity, and
specifications are delineated as follows and are to be in accordance
with system specifications provided: CLIN 0001: Remotely Operated
Vehicle System (Working class), est qty 2 each; CLIN 0002: Umbilical
Cable, est qty 2 spls @ 3,000 ft ea; CLIN 0003: ROV System
Documentation, est qty 6 ea; CLIN 0004: Training, 1 wk (manufacturer
facility; CLIN 0005: Training, 1 wk (NAVOCEANO); CLIN 0006: Training
(underwater), 3 days (NAVOCEANO provided site); CLIN 0007: Full Spare
Parts Kit, est qty 10 ea; CLIN 0008: Submersible Pump, est qty 8 ea;
CLIN 0009: Flotation Modules, est qty; 10 sets; CLIN 0010:
Five-Function Manipulator, est qty 8 ea; CLIN 0011: Movie Grade
Lighting Upgrade, est qty 10 ea; CLIN 0012: Zoom Color Camera, est qty
8 ea. The System specifications are delineated as follows: ROV is to
have readily available spare parts; operating environment: -5 to 40
degrees C ambient, -2 to 40 degrees C water, Max operations surface
conditions Sea state 3 (Beaufort), 80-100% humidity;
military/commercial air/ground transport, (no HAZMAT permits allowed).
Physical Rqmts: depth capability-3,300 fsw., max. dry weight-1,800
lbs., wet weight -neutrally buoyant (unloaded); max. size-88 in.L, 48
in. W, 38 in. H; all electric (i.e. no hydraulics); min. thrust-300 lb
fwd., 75 lbs. vert., 75 lbs. lat., min. fwd speed-3 knots; payload-200
lbs. underwater; turning performance: 0 to 30 degrees per second;
common structural member frame construction; easily removable modular
syntactic foam flotation; four 150 watt min. halogen lights; depth
sensor w/auto-depth function, heading sensor; one color video camera,
wide-angle, min. 450 line resolution, with pan & tilt capability,
capacity for dual, simultaneous video, meets AODC electric safety
standards. Must have color imaging scanning sonar to include processor
and sonar head, interface capabilities with Simrad/Mesotech Model 971
sonar heads. Processor must be capable of operating in sector, polar,
side scan and linear modes. Sonar is to process both digital and
analog signals. ROV shall require a maximum of two persons to operate,
maximum of 300 sq ft of deck space, and installable aboard survey
vessel within 4 hours. Thrusters must be modular, brushless electric
motors, independent operation, and rated to depth of 6000 meters.
Manipulator is to be five-function medium duty rated to 6000 meter
depth. Autopilot will consist of: depth, strain gauge type (1 ft) and
heading, stabilized flux gate compass (1E). Navigation is to be
completely compatible with ORE TRACKPOINT II. System power -- ROV is to
take high voltage from the supply and convert it to proper regulated
voltage for vehicle use, designed for protection from excursions or
spikes from shipboard power system. Surface power unit shall be 220/440
VAC, 60 Hz, single-phase supply with GFI protection and leakage monitor
output. Umbilical cable must be neutrally buoyant cable, 1.25 OD
maximum, 24 in bending radius, two-layer contra-helical wound kevlar
between two-layer low density TPR jackets, water blocked construction,
high visibility color coating, marked every ten feet, and spooled on
temporary drum in reverse depth. Surface Control System, control
equipment shall be mounted into a standard 19 in rack console. Console
shall contain all instrumentation including vehicle
control/communication systems, video, cabling and interfaces, and
keyboard. Space shall be available for additional video, video
recorders, scanning sonar, and any optional equipment; ROV system
documentation will include operations & maintenance manual and
electrical schematics. Contractor testing: the Government reserves the
right to be present during contractor testing -- contractor is to
provide 30 days notification prior to test period. Training 1 week
detailed maintenance and repairat manufacturer facility for up to 3
people during period of contractor testing; 1 week basic concepts,
operations, general maintenance for up to 8 people at NAVOCEANO,
Stennis Space Center, MS and 3 days of underwater instruction at
NAVOCEANO provided site for up to eight people (may include near shore
ship travel); Full Spare Parts Kit, consisting of all printed circuit
boards/modules, underwater connectors/molded harnesses, expendables,
special connectors/tools, umbilical field splicing kit, spare thruster
and drive module, spare underwater light and bulbs, and other items
required for one-year operation (provide itemized list with individual
costs of spare parts and kit. Sonar Head, depth -- 6000 meters, range
-- 0.5-100m, operating frequency -- 675 kHz, scan angle -- 360E
continuous; Video, TV (NTSC) camera system with pan and tilt; Portable
Pilot station, a separate portable waterproof pilot control station
including joystick, vehicle motion controls,
switching/controls/indicators for all standard features such as auto
depth, ranging, surface power on/off, camera pan/tilt /focus/zoom,
vehicle power, lights, and other required controls. Station is to
include deck cable of at least 50 feet in length and two high
resolution 14 in. diagonal color monitors for vehicle status display
and ROV real-time video. The optional CLINs item specifications are
delineated as follows and are to include all interfaces, cables and
other equipment: Submersible Pump, nozzle is to be ROV manipulator
compatible for motion control, sediment displacement system only;
Flotation Modules, complete set, syntactic foam with mounting hardware,
rated to ROV depth design; Five-function remote control manipulator
with associated equipment/ interfaces (Hydrolek or equivalent); Movie
Grade Lighting upgrade (HID Gas Arc light or equal); Zoom Color Camera,
CCD, 8:1 zoom range with auto iris, remote focus and zoom, interfaces.
