This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This procurement is being conducted under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items. This notice is being issued as a Request for Offer (RFO) for Refrigerant, Bulk, Virgin 1,1,1,2 Tetrafluorethane (R-134a) and shall conform to all requirements of the ARI-700 standard for new refrigerants. The supplier shall provide an ARI-700 Certificate of analysis for each delivery prior to unloading. Each delivery shall be made by Tank Truck (approximately 35,000 to 40,000 pounds) to NASA Langley Research Center, Building 648, Hampton, Va . The supplier shall provide all hoses, fittings, pumps, and other equipment to connect to the R-134a storage tank. The vapor and liquid connection on the storage tank is a quick disconnect "E" series coupling, female dry-disconnect coupler, Hydraulics Inc. Part #CP00110P1G1B. The supplier shall supply a weight certificate at time of delivery. Delivery shall be FOB Destination. Quantity; 4EA Truck loads; Approx. 150,000lbs. The provisions and clauses in the RFO are those in effect through FAC 97-4. The SIC code and the small business size standard for this procurement are 2813 and 1000 employees, respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit an offer which shall be considered by the agency. Delivery to LaRC is required within 15 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above may be mailed to the NASA LaRC Bid Distribution Office, Mail Stop 144, Hampton, VA. 23681-0001, by close of business (4:00PM) of the date specified above and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.
