This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The applicable solicitation number is 7227. Offerors should submit prices on the basis of purchase, lease, or lease-to-buy. The requested processor shall be used by the FBI to conduct Beta testing during the period 9/1/98 through 12/31/98. The delivery and installation of this system at the FBI's Washington, DC Headquarters location must be completed NLT 8/31/98. Delivery shall be f.o.b. destination. Acceptance shall be at destination. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. However, there are no addenda applicable to this provision. Evaluation of quotations shall be conducted on the basis of technical capability (i.e., capability of the item offered to meet the FBI's need), price, and past performance. Therefore, with its quotation, each Offeror is invited to present any associated product literature, product samples (as appropriate), technical features, and warranty provisions. Past performance shall be evaluated as prescribed at FAR 13.106. Each Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with its offeror. The clause FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. However, there are no addenda applicable to this provision. The successful Offeror shall be required to subscribe to the then-current security requirements of the FBI during the installation of the system at the FBI's Washington, DC Headquarters location.
