70 -- IRIS TECHNOLOGIES VIDEO COMMANDER VISUAL ROUTING SYSTEM DUE 081498 POC Michael McFarland, Contracting Officer, 202-720-4179 The USDA, Office of Operations intends to negotiate on a sole-source basis with Iris Technologies to acquire a Video Commander visual routing system for the USDA, Office of Communications, Video, Teleconference & Radio Center. The Video Commander is the only computer based graphical routing system known to USDA. The system must meet the following requirements: 1. Allow routing of any audio and/or video signal within the OC, VT&RC to any one or multiple destinations within or outside the center and to other USDA complexes through color icons representing every piece of equipment in the OC, VT&RC facility. 2. 48 audio and video inputs and 48 audio and video outputs, with expansion capability for 64 inputs and outputs. 3. Operate under Microsoft Windows for Workgroups so routing can be done from a PC or other workstation. 4. The system must be of broadcast quality. Interested parties must provide written information on their capabilities to meet this requirement. In order to be considered a potential source, respondents must submit clear and convincing written documentation demonstrating the capability to satisfy the requirements specified above. The documentation shall include: 1. descriptive literature with sufficient technical information to establish the capability to satisfy the requirement; 2. maintenance and technical support to be provided by the respondent; 3. a current contact reference (name and phone number) to substantiate the respondent's capability to satisfy the requirement; 4. respondent's Government contract number, if applicable; 5. any additional equipment, services, and/or software necessary to implement all requirements.
