Mary Brewer, Contract Specialist The Navy requires a Collaspsible
Sonobuoy Container Unit Load (herein referred to as the CSC Unit Load
or unit load) to be manufactured in accordance with the drawing package
described by Naval Weapons Station Earle (NWSE) Drawing List 3605AS100
and NWSE Drawing 3605AS100. A quantity up to 150 CSC Unit loads shall
be awarded, and stepladder quantity pricing for 50, 75, 100, 125 and
150 each shall be requested. The CSC unit load consists of a three
piece aluminum construction, with a cover and hinged upper and lower
sections. Each section is attached to the other by four quarter-turn
twist latches that interface with a corresponding slot. The assembly
incorporates rivets and hinges that allow the container to nest
together when collapsed. The unit load will hold thirty six (36)
LAU-126/A Sonobuoy Launch Containers (SLC's), with or without stores,
placed vertically inside the lower section and which lock into place by
individual bayonet base receptacles attached to the container floor.
Additional stabilization of the SLC's by foam cushioning is required.
Side and end protection are required by the addition of cushioning
located in the upper section. Provisions for manual handling consist of
eight spring-loaded handles on each section (four recessed, four
surface mounted) and two aluminum bars for cover handling. Dual access,
side and end fork pockets are attached, via aluminum rivets, to the
base. Stacking interface is achieved between the fork pockets and two
stacking receptacles via aluminum rivets attached to the cover. The
unit load is approximately 48 inches high, 40 inches wide, and 48 long
(outside dimensions). The CSC unit load weight is approximately 190
pounds empty, and up to 1600 pounds fully loaded. The contractor shall
provide one First Article Sample no later than 84 days after date of
award to Naval Weapons Station Earle, Colts Neck, NJ. The test and
evaluation period will not exceed 45 days. The First Article sample
shall demonstrate that the unit load meets the design requirements of
MIL-STD-1660, and the unit shall satisfactorily pass the tests
identified below which shall be conducted in accordance with
MIL-STD-648. If the submission does not satisfactorily meet the test
and evaluation criteria, the contractor shall be required to resubmit
additional test samples at the contractor's expense until testing and
evaluation is satisfactorily completed. The First Article sample shall
pass the following tests: Inspection, Fit and Compatibility, Stacking,
Repetitive Shock (superimposed load), Tipover, Forklifting, Lifting and
Transporting, and Pallet Truck. After satisfactory First Article
acceptance, the contractor will be notified, in writing, by the
Contracting Officer to begin production. The first article sample shall
become part of the production quantity. Production units shall be
delivered F.O.B. destination to Naval Surface Warfare Center, Crane
Division, Crane, Indiana with 50% of the award quantity to be delivered
no later than 180 days after notification of satisfactory first article
acceptance. The remaining 50% of the award quantity shall be delivered
no later than 360 days after notification of satisfactory completion
of first article testing. All responsible sources may submit an offer
which shall be considered. When calling, be prepared to state company
