Financing Administration (HCFA) intends to award on a sole source
basis, under Simplified Acquisition Procedures a purchase order for a
series of five (5) 2 1/2 day executive seminars across the nation in
the area of health care fraud and abuse, to Dr. Malcolm Sparrow, of
Harvard University's Kennedy School of Government. Seminars will be
tailored to State decision makers to provide them with opportunities to
learn and apply innovative strategies to control fraud and abuse in
their respective Medicaid programs. Dr. Sparrow is a nationally
recognized authority in the discipline of health care fraud control.
Dr. Sparrow's published work titled "License to Steal: Why Fraud
Plagues America's Health Care System" offers the only known analysis of
the strengths and weaknesses of current Fraud and Abuse control
efforts. He presents a unique, multi-faceted approach that will enable
the States to develop comprehensive Fraud and Abuse control
strategies. Dr. Sparrow is considered the leading authority on health
care fraud based upon his comprehensive, sound research and analysis.
All responsible sources may submit a response which will be considered.
Contractor must provide sufficient technical documentation to
