Potential sources are sought concerning the characterization (Phase I
of the possible decontamination and decommissioning) of the Department
of Energy (DOE) Separations Process Research Unit (SPRU) located at
Knolls Site of the Knolls Atomic Power Laboratory (KAPL) in Niskayuna,
New York. DATES: This Notice is effective on the date of publication
and will remain effective through August 21, 1998. Responses may be
submitted at any time during the 30-day period. SUPPLEMENTARY
INFORMATION: I. PURPOSE: The Department of Energy (DOE), Office of
Environmental Management, is considering the decontamination and
decommissioning (D&D) of its Separations Process Research Unit (SPRU).
The SPRU is an inactive complex, which consists primarily of two
buildings, an underground tank farm, other support facilities, and a
series of underground pipe tunnels . The SPRU and associated soil were
contaminated as a result of operations conducted by the Atomic Energy
Commission in the early 1950's. The complex is currently maintained in
safe storage by the Knolls Atomic Power Laboratory (KAPL), which is a
government-owned, contractor-operated facility. This is not intended to
be a solicitation for proposals. Instead, it is an attempt to obtain
information and to identify interested private sector participants in
the possible D&D of SPRU. The SPRU was a pilot plant used for
developing the processes for extracting both uranium and plutonium from
irradiated fuel. The SPRU operated from 1950 to 1954 when it was placed
on standby status. As a result of the SPRU operation, soil in the
vicinity of the complex became contaminated. The main SPRU complex
consists of the G-2 and H-2 buildings, as well as minor ancillary
structures. Building G-2 was built to house the SPRU pilot plant. The
entire building contains approximately 30,000 square feet of floor
space. Building H-2 was primarily built to function as a waste process
plant for SPRU. This building contains approximately 27,900 square
feet of floor and underground storage area. Building H-2 is connected
to G-2 via a large underground tunnel that is 75 feet in length. Since
the SPRU shutdown in 1954, major portions of the facility have been
maintained in safe storage. These portions contain high radiation areas
and radioactive contamination. The contamination consists of both
transuranic and long-lived fission products. In addition, some of the
office areas and experimental areas have fixed radioactive surface
contamination, and some radioactive contamination in the soil. I I.
AREAS OF DOE INTEREST. The DOE is seeking potential sources for the
characterization (Phase I of the D&D) of the Separations Process
Research Unit (SPRU) at the Knolls Site. Potential source documents
should be structured to address current experience in performing the
work described above. The potential sources must demonstrate a) a
minimum of five years experience in large radiological decontamination
projects; b) a minimum of five years experience in characterizing
radiological and chemical materials; c) a minimum of 5 years experience
in managing transuranic materials and long-lived fission products; d)
experience in preparing DOE environmental, safety, and health plans for
radiological and chemical clean-up; e) experience in preparing
documents that comply with the requirements of the National
Environmental Policy Act; and f) the ability to obtain DOE "L"-level
security clearance. III. POTENTIAL SOURCES FORMAT. The length of the
Potential Source documents should not be more than 5 pages (double
spaced) using 12-point type font. It is left to the responder to
determine how best to use the 5 pages; however, it would facilitate
review if the Potential Source document is divided into two sections:
SECTION 1 -- Summary; SECTION 2 -- Statement of capabilities in the
characterization, decontamination, and decommissioning of sites and
facilities that are similar in complexity for both radiological and
chemical materials. Phase 1 of the project will be the characterization
of SPRU. When describing similar work which has been performed, include
the name of the site/facility, contract number, and name and telephone
number of the Contracting Officer of the site/facility. IV.
PROPRIETARY INFORMATION. If the Potential Source document contains
information that is privileged or confidential and which the respondent
does not want disclosed to the public, or used by the Government for
any purpose other than this Notice, the respondent should place the
following notice on the Potential Source document. "Notice: The data
contained in the pages of this Potential Source document have been
submitted in confidence and contain trade secrets or commercial or
financial information that is confidential or privileged, and such data
should be used or disclosed only for purposes of consideration of this
response. This restriction does not limit the Government's right to
use or disclose data obtained without restriction from any source,
including the respondent." The respondent should mark the pages that
are considered "Proprietary Information". V. SUBMISSION. Each submittal
should consist of 4 copies, one original and three photocopies, and
mailed to Maria Hernandez, Contract Specialist, U. S. Department of
Energy, Oakland Operations Office, 1301 Clay Street, Room 700N,
Oakland, CA 94612-5208. Attachments/appendices will not be considered.
The original copy of the Potential Source documents shall contain an
original signature. DOE is under no obligation to pay for any costs
associated with the preparation or submission of Potential Source
documents in response to this Notice. DOE reserves the right to respond
or not respond to any portion, all, or none of the Potential Source
