Request for Quotation (RFQ) for the collection and analysis of
microphysical data in support of the Third Convection and Moisture
Experiment (CAMEX-3) during the period of August 1- September 23, 1998.
CAMEX-3 is an aircraft research field experiment funded by NASA HQ to
study tropical cyclone development, tracking, intensification, and
landfalling impacts. NASA will employ a high altitude ER-2 and a medium
altitude DC-8 for the CAMEX-3 missions. Coordinated missions are also
being planned with the National Oceanic and Atmospheric Administration
(NOAA) WP-3 aircraft. Support is needed to fly aboard the NASA DC-8 to
monitor the data collection activities of the microphysical
instrumentation and to assist the mission scientist with in-flight
mission planning. Personnel must have prior experience with Greyscale
Cloud Probe, a Forward Scattering Spectrometer Probe, a Passive Cavity
Aerosol Spectrometer, and an Ice Crystal Replicator. Personnel must
also have experience in data reduction and analysis of the samples
produced by this instrumentation. Data products must be deliverd to the
CAMEX-3 data archive within six months after the experiment ends.
Familiarity with NOAA WP-3 aircraft operations and data collection is
also a priority. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC intends to obtain
the data analysis from the National Oceanic and Atmospheric
Administration, National Hurricane Center, Miami, Florida based on
their extensive experience in the analysis of cloud microphysical data
collected within hurricane and thunderstorm enviroments. This
expertise is crucial to achieving the goals of CAMEX3 and the aircraft
underflights of TRMM. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. Interested firms have
10 days from the publication of this synopsis to submit in writing to
the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 10 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
