consulting services for the development of a Risk Management Plan (RMP)
and a core plan of the Integrated Contingency Plan (ICP) for the Marine
Corps Air Station, Beaufort, South Carolina. The scope of services for
development of an RMP is accordance with Section 112(r) requirements
at MCAS Beaufort comprises two parts: preparation of the RMP in its
document and electronic forms, and preparation of an information and
compliance document for MCAS Beaufort's use in maintaining compliance
with the applicable requirements of 40 CFR 68. Based on the previous
assessment of RMP requirements for the installation, MCAS Beaufort will
be required to prepare and implement a Program 1 RMP. The second
document to be prepared will be an informational document about the
Section 112(r) progam at MCAS Beaufort and manual long-term compliance
with the rule. This document will contain discussions of any 112(r)
issues relevant to MCAS's program plus instructions regrading long-term
obligation under Program 1 requirements. The guidance for development
of an ICP describes a complete ICP as conatining three main sections:
an introduction, a core plan, and supporting annexes (or appendices).
All of the information in these section is not new; rather the
information comes from existing emergency response procedures and
activities. The ICP is a consolidation of the requirements and
procedures embodied in the individual plans, eliminating the redundancy
of those individual plans. The consultant will be required to be a
currently registered Professional Engineer recognized by the state of
South Carolina, must have knowledge of the air emissions and regulatory
assessment of sources and Part 70 permitting requirements at MCAS
Beaufort. Knowledge is also required regarding the Federal Chemical
Accident Prevention provisions under 40 CFR 68 for MCAS Beaufort and
the South Carolina Department of Health and Environmental Control air
quality permitting requirements. This is being procured under the
Simplified Acquisition Procedures. The Standard Industrial
Classification is 8748. The related small business size standard is $5
million. The estimated range of the project is between $25,000 and
$100,000. Work must be completed NLT 17 MAY 1999. Solicitation will be

who offers the lowest price in consideration of price and price
