indefinite delivery, indefinite quantity (open-end) architect-engineer
(A-E) contract(s), will be issued for a period of one year with an
option to extend for four additional years. Projects will be issued to
the A-E by delivery orders as the need arises during the term of the
contract. Each individual delivery order will not exceed $299,000.
Cumulative amount of all delivery orders will not exceed $750,000 for
any one year. A-E services required shall include the preparation of
reports, plans, specifications, cost estimates, and the possible
monitoring of construction, for various architectural, landscape
architectural, civil, structural, mechanical and electrical projects at
March ARB, or remote sites operated by March ARB that are generally for
repair or renovation of existing facilities. Firms desiring
consideration should be multi-disciplined or clearly indicate their
consultants. Joint ventures are encouraged. Significant evaluation
factors and relative order of importance are: (A) Professional
qualifications and specialized experience of the staff to be assigned
as principal in charge, project manager and team leaders for the
various disciplines. The professional qualifications of A-E shall
include a fire protection engineer registered in the State of
California with experience in designing fire detection systems and fire
suppression systems in accordance with NFPA standards, particularly
those specified in NFPA 409 for Group II Aircraft Hangers, including
Aqueous Film Forming Foam (AFFF) systems; (B) Past performance with
respect to cost control, quality of work and compliance with
performance schedules and other project constraints; (C) Capacity of
the firm to accomplish the work, including availability of key
personnel and whether or not the work will be subcontracted out or
accomplished in-house; (D) Location of the firm in the general
geographic area of March ARB; (E) Volume of work previously performed
for Department of Defense Agencies; (F) Capability to perform or
convert all drawings in Auto CADD release 14; and (G) Minority and
women-owned firms. Firms desiring consideration must submit both SF 254
and SF 255. SF 254 and SF 255 are also required for all consultants or
joint venture firms. Responses will be received until COB 21 August
1998. This is not a request for proposal. Effective 1 June 1998, all
contractors are required to be registered in the Central Contractor
