This is the Government's notice of intent to award a sole source procurement to Aydin Telemetry Corporation, Newton, PA, for the quantity of ten (10) Aydin Model 3442 TIROS-N Format Frame Synchronizers, valued at $442,500. This is a "one responsible source" procurement under the authority of 41 U.S.C. 253(c)(1), based on the brand name or equal description which is peculiar to the named manufacturer. No solicitation will be released for this item, if requested. If a commercial entity believes that it can supply this item, it shall respond within the specified date, to the agency contact point, with clear documentation describing how it can satisfy this Government requirement without causing unacceptable delays, duplicating costs, or failing to meet technical objectives. Failure to provide the compelte set of information to document an alternative source or product will render the alternative source ineligible to receive award. These additional Aydin units will be delivered to the National Oceanic and Atmospheric Adminsitration's facilities in Suitland, MD, Wallops, VA, and Fairbanks, AK. Six (6) operational Aydin units and spares, matching the configuration of these proposed additonal frame synchronizers, already exist in these NOAA facility locations. The additional units are being acquired with these objectives: (1) to expand the capability of the NOAA Stations to handle multiple data streams from two satellites simultaneously; (2) to provide spare developmental units to add flexibility to support operational development systems; and (3) to avoid a large-scale, expensive replacement of technology at this point in time, instead of waiting until FY00, when the NPOESS ground system competitive acquisition will accomplish a planned technology advancement.
