978-5104 The Mid-Pacific Region Bureau of Reclamation, Department of
the Interior requires a web developer/analyst to perform a system
evaluation of the Region's Internet and Intranet system and
architecture. The contractor will then develop a strategy paper and
present an action plan(s) for its implementation. DELIVERABLES:
Structure/Architecture The contractor will evaluate the current
structure/ architecture of the Region's websites. (1) Deliverable The
contractor will provide an action plan(s) on how it intends to
structure the evaluation. The action plan(s) will outline tasks,
procedures, etc., and provide recommendations on conducting an
effective evaluation. The action plan(s) will include a time table for
development and implementation of the evaluation as well as provide
necessary documentation required by the COR. (2) Deliverable The
contractor will provide a written evaluation of the Region's entire
Internet and Intranet structure/architecture. The evaluation will
include sites that are under development or being considered for
development, as well as a "story-board" or visual display that
illustrates the websites' structure/architecture. The purpose of the
evaluation is to determine the overall effectiveness of the Region's
websites and will be used in the development and implementation of the
Region's overall web direction and strategy. The contractor will
structure the evaluation in such a manner that it meets the Region's
purpose for the evaluation. Information Needs The contractor will
identify the Region's Internet and Intranet customers and evaluate
their information needs. (3) Deliverable The contractor will provide an
action plan(s) on how it intends to structure the evaluation. The
action plan(s) will outline tasks, procedures, etc., and provide
recommendations on how to identify the Region's customers and determine
their information needs. The action plan(s) will include a time table
for development and implementation of the evaluation as well as provide
necessary documentation required by theCOR. (4) Deliverable The
contractor will provide a written evaluation of internal and external
website customers. The purpose of the evaluation is to help the Region
understand its customer's information needs and will be used in the
development and implementation of the Region's overall web direction
and strategy. The evaluation will provide a profile of customers and
their information needs along with recommendations, tasks, procedures,
etc., designed to help the Region understand and meet its customer's
information needs. The evaluation will address, but is not limited to,
the following: (1) identify Internet and Intranet customers; (2)
determine whether or not customers' information needs are being met;
(3) provide recommendations on how to meet information needs; (4)
identify future customers; and (5) determine how to meet future
information needs. The contractor will structure the evaluation in such
a manner that it meets the agency's purpose for the evaluation.
Guidelines and Procedures The contractorwill evaluate applicable
Internet and Intranet policy, guidelines, and procedures (DOI,
Reclamation, and Region). (5) Deliverable The contractor will provide
an action plan(s) on how it intends to structure the evaluation. The
action plan(s) will outline tasks, procedures, etc., and provide
recommendations on developing effective documentation for its websites.
The action plan(s) will include a time table for development and
implementation of the evaluation as well as provide necessary
documentation required by the COR. (6) Deliverable The contractor will
evaluate the effectiveness of all applicable Internet and Intranet
policy, guidelines, and procedures. The purpose of this evaluation is
to develop more effective, manageable, and workable Regional
documentation reflecting the very best of public and private standards,
and when implemented, will provide the appropriate guidance necessary
to develop, implement, and maintain the Region's websites. The
contractor will also address training necessary for applying guidelines
and procedures. The contractor will present a strategy paper designed
to define the Region's overall direction, approach, and structure of
it's internet, intranet, or extranet websites. (7) Deliverable The
contractor will provide an action plan(s) on how it intends to develop
the strategy paper. The action plan(s) will outline tasks, procedures,
milestones, timeframes, etc. The action plan(s) will demonstrate how
the contractor intends to meet the overall purpose of the paper. The
action plan(s) will specify how the contractor intends to perform the
system evaluation and develop the strategy paper while the Region
continues to create and post information on its various sites. The
action plan(s) will include a time table for development and
implementation as well as provide necessary documentation required by
the COR. (8) Deliverable The contractor will provide a strategy paper
that defines the direction, structure, philosophy, and methodology the
Region will take in the continued development of its websites. The
paper will include requirements, procedures, milestones, time frames,
outcomes, tasks, etc,. to successfully develop, implement, and maintain
a more sophisticated corporate Region web presence. (9) Deliverable The
contractor will provide an action plan(s) for the implementation of the
strategy paper. (10) Deliverable The contractor will provide a weekly
written status report to the COR. In addition to a status of
accomplishments, the weekly report will address any information
requests submitted by the COR. Period of Performance; the term of this
order will be to provide to the COR the strategy paper no later than
six months after award. Implementation of the strategy paper will begin
immediately after receiving the COR's approval. Interested contractors
must be within 75 commuting miles of Sacramento; have 5-7 years
programming and analysis experience; have demonstrated WEB application
development and WEB technical infrastructure development, standards
development and implementation experience; have familiarity with
Microsoft and Netscape Internet technology; have demonstrated
design/developement experience; have Windows, NT, UNIX, SQL Server,
Oracle and Access database experience; have understanding of network
concepts in a distributed environment. Of additional benefit would be
knowledge of California water issues, and Reclamation's role as a
resource manager. This is a solicitation of contractor prospectus only,
not a solicitation of offers. The estimated amount of any initial award
