Protection Agency has a requirement for analytical laboratory support
for the chemical speciation of Particulate Matter (PM) 2.5 filter
samples using multiple filter media and standardized instrumental
methods.. Specifically, contracting support is required to assist State
and Local agencies in the operation of PM 2.5 chemical speciation
monitoring networks by providing filter media and analytical support
for the analysis of sampler filters for mass, elemental concentrations
(Na through Pb), organic and elemental carbon, anions (ammonium,
sodium, potassium) and cations (sulfate, nitrite, nitrate, chloride).
Analytical support is also required to analyze selected quartz filter
samples for semi-volatile organic aerosols. The contractor(s) shall be
responsible for the preparation and refurbishment of denuder devices
and absorbent traps, and the shipment and receipt of filters, traps,
and denuders to and from the field. The contractor(s) shall be required
to utilize approved analytical methods, employ quality control
procedures, and prepare and submit data within 30 days in accordance
with a defined format. EPA anticipates the award of up to three sample
lots. A sample lot consists of a maximum of 6000 sample analyses with
associated data packages. The award will be through full and open
competition; however, EPA reserves the right to award one sample lot(s)
as a small business set-aside. The SIC is 8734 with a size standard of
$5 million in average annual receipts over the preceding three fiscal
years. This procurement is not a follow-on to any other contract. A
base period of twelve months and three option periods of twelve months
each are anticipated. The solicitation is expected to be issued
approximately 8/31/98 and proposals will be due about 30 days after
issuance of the solicitation. The solicitation and amendments will be
available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the
solicitation and the amendments via the Internet. Ifyou will be
obtaining a copy of the solicitation via the Internet, it will be your
responsibility to frequently check the same site where the
solicitation is posted for any amendments. Firms who do not have the
capability to obtain the solicitation from the Internet, may submit a
written request for a diskette with the solicitation in WordPerfect 6.1
format from the contact point at the address above; however, only those
firms who do NOT have Internet capability should request a copy of the
diskette. Diskettes will not be sent to those firms who have Internet
access. Telephone and fax requests will not be honored. For firms
without Internet capability, only one copy shall be sent to a corporate
entity, regardless of the number of requests from one or more
geographic locations. All responsible sources may submit a proposal
