accomplished: Furnish uninterrupted service from the new Fire alarm
Control Center, including the transmitting of the fire alarms and
system trouble alarms received; Service shall include inspection,
testing, preventive maintenance, repair (including furnishing needed
replacement parts), supervision, resetting any tripped alarm, and
reporting in writing all defects or malfunctioning of any part of the
system; Conduct semi-annual inspection and testing of the transmitting
systems and fire alarm systems of the buildings in accordance with
manufacturers instructions and in accordance with applicable sections
of the 1993 Edition of National Fire Protection Association Standards
(NFPA) 72 and the latest edition of NFPA 25 and submit written
inspection reports as required; Inspection, testing, and repair
includes, but is not limited to, transmission lines from terminal board
to fire detection equipment, transponders, transmitters, fire alarm
panel, control unit battery packs, pull station, bells, horns, all
conductors, hardware, automatic fire detectors, and fire sprinkler
systems; Repair or replace all parts found to be detective; Provide for
monitor service with a monitoring agency. Notify the monitoring agency
one (1) day prior to each test and verify results after tests to
ensure continuity from individual detectors to the monitoring service.
Verification of these tests shall be included in semi-annual reports;
Provide maintenance of transmission lines between two (2)
Government-owned SPT transponders or the new Fire alarm Control Center
installed in Building 638, Vancouver Barracks and the monitor agency;
Provide semi-annual inspections for Intrusion Detection Systems;
Provide continuous alarm monitoring for IDS including all coordination,
travel, payment of all monitoring service fees, alarm permit fee, false
alarm fee, space rental fees, equipment lease fees and completion of
all monitoring agreements; Provide monthly maintenance and on-call
continuous service for IDS including all travel and coordination; Cost
of all work to include travel and coordination shall be included in
the bid schedule; Other work necessary to accomplish the above items
and to maintain the systems in complete operational condition.
Performance period consists of a Base Period (1 October 1998 through 30
September 1999) and three one-year option periods. The proposed
procurement listed here is 100 percent set-aside for small business
concerns. The size standard is any concern including its affiliates
with an average annual sales or receipts for its preceding three fiscal
