The Fleet & Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to procure Contractor Engineering Technical Services (CETS) in support of the AN/APM 446 Radar System Test Sets (RSTS). The proposed procurement is for 96 man months of services currently estimated by the Naval Aviation Engineering Service Unit (NAESU), Philadelphia. The proposed effort will commence 1 Apr 99 and end 31 Mar 00 with one twelve (12) month option period extending performance to 31 Mar 01. This effort will be covered by a new contract and/or existing contract for Contractor Field Service representatives (i.e. AFR, LSR) as appropriate. The place of performance is various Fleet and Shore Activities and will be specified by task list. The eventual contract action is for services which the Government intends to solicit and negotiate with Systems Electronics, Inc. under the authority of FAR 6.302-1. Systems Electronics, Inc. is the only provider of the services. This notice of intent is not a request for competitive proposals. Interested parties may identify their interests and technical capability to respond to this requirement. Interested parties who contend they are technically qualified should submit, within forty-five (45) days from publication of this notice, specific factual data, including but not limited to: technical resumes, corporate management, corporate experience, and other pertinent information as so desired, to be used as an evaluation basis to determine competence to successfully perform the required services. All technical proposals received within the 45 day notice will be considered by the Government. The Government reserves the right not to open this requirement to competition based upon technical responses to this notice. Technical responses and requests received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
