Morrison, Contracting Officer, 407/380-4052 The Naval Air Warfare Center, Training Systems Division has identified a requirement to impart human factors principles to Federal Aviation Administration (FAA) acquisition specialists. The consideration of human factors requirements is an important step in the acquisition process, yet the FAA employees that have the best opportunity to consider human factors issues in the acquisition cycle often receive little training in this important area. Thus, a failure to consider critical human factors needs can have drastic negative consequences for the expense and utility of any FAA acquisition. The contractor shall develop, coordinate and conduct Human Factors training for FAA acquisition specialists that consists of: (a) a front end analysis identifying specific training needs for FAA acquisition specialists; (b) development of courseware based on an organizing model of the course, declarative knowledge modules, and experiential learning modules; (c) conduct of two (2) sessions of the training course and (d) evaluation of the training course using learning and satisfaction measures. An option to conduct one (1) additional session using the developed courseware is anticipated. The Division of Continuing Education at the University of Central Florida is currently the only known source with training experience related to Human Factors in diverse areas such as air traffic controllers, emergency dispatchers, and commercial and military pilots. Accordingly, sole source award to the Division of Continuing Education at the University of Central Florida for this requirement is anticipated (see Note 22).
