This is a 5-year acquisition with the basic year to begin 1 Jan 99, with options for 4 outyears. This acquisition is for evaluation and/or implementation of production engineering changes, consultation with potential test program set (TPS) developers, technical support to the Program Manager, TMDE, integrated logistics support, identification and analysis of technical problems of a system-wide nature, and preparation, evaluation, and testing of proposed revisions to technical publications. This procurement is sole source to Northrop Grumman Corporation (NGC), Rolling Meadows, Illinois. Sole source is justified because NGC is the sole developer of the IFTE and is the only company, at the present time, which has the technical capability to provide engineering/technical services. Technical capabilities of NGC on IFTE have evolved over a number of years. The NGC developed all of the IFTE software (over 700,000 lines of code), a majority of the hardware, and were the sole integrators/maintainers of the system since the Full Scale Engineering Development (FSED) contract was awarded in September 1985. The Government does not possess adequate technical documentation that would allow any source without NGC's institutional knowledge to perform the required services.
