procedure for contracting for manpower support services with
individuals is being implemented by WR-ALC/PK, Robins AFB GA. A data
base of qualified individuals will be set up and maintained from
resumes submitted by individuals interested in being considered for
this program. Resumes should be submitted so as to be received by the
contracting officer by 28 Aug 98. Job applicants are needed for the
following positions: A degree in the related field is a minimum
mandatory requirement for the following job series -- 510-Accountant;
819-Environmental Engineer; 830-Mechanical Engineer;854-Computer
Engineer; 855-Electronic Engineer; 856-Electronics Engineer;
861-Aerospace Engineer; 1550-Computer Scientist. There are no minimum
mandatory requirements for the following job series: 080-Security
Administration; 132-Intelligence Operations; 326-Office Automation;
334-Computer Specialist/Programmer Analyst; 343-Management Analyst;
346-Logistics Management; 501-Financial Admin/Cost Analyst; 560-Budget
Analyst; 802-Engineering Technician; 895-Industrial Engineering
Technician; 1020-Illustrator; 1082-Writer/Editor; 1083-Specifications
Writer/Editor; 1101-Maintenance Production Specialist; 1152-Production
Controller; 1670-Equipment Specialist;1910-Quality Specialist;
2005-Supply Technician; 2010-Inventory Management Specialist;
2892-Aircraft Electrician. When a requirement is received that requires
the services of an individual, the data base of applicants will be
screened to select those that are qualified for the specific tasking.
From the qualified applicants that confirm their interest/availability,
an evaluation will be conducted to determine which offer is the best
value to the Government. Information contained in the resumes and
proposed hourly rates will be used to make the best value decision.
Best value will be determined by evaluating the experience, past
performance, price and education (in descending order of importance) of
each qualified/available individuals. Individuals interested in
