NASA/LaRC plans to issue a Request for Offer (RFO) for training in piloted handling qualities assessment techniques conducted by and established flight test training organization. The proposed curriculum is Class 98B, Handling Qualities Phase, of the Test Pilot Professional Course at the National Test Pilot School. The training focuses on classroom instruction and flight experiences in a wide variety of airplanes to ensure applicability to current and future flight dynamics research programs, and to develop the link required between simulation and flight. The basic concept is to provide training to an engineer, with the appropriate flight and research background, to be able to not only initiate, develop and implement a simulation study, but also provide credible check-out and initial evaluation of the simulated configuration. NASA/LaRC intends to purchase the items from from National Test Pilot School, under the authority of 10 U.S.C. 2304 ( c )( 1) Only One Responsible Source, and no other type of supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
