Confirmation of fax receipt is required -- 301-981-2341 This is a combined synopsis/Request For Quotation (RFQ) for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-41. This acquisition is unrestricted. Dates of training will be; 30-31 Jul 98, 10-22 Aug 98, and 2-3 Sep 98. The SIC code is 8299 size $18.5 million. Delivery shall be FOB Destination to Andrews AFB, MD. Responses to this RFQ must be received by 28 July 98 no later than 12:00 p.m. Eastern Standard Time. Delivery and Finance addresses will be provided upon award. Award is to be based on the following factors: (1) past performance; (2) Ability to complete training within a specified time frame and (3) Price. Past performance and delivery time rate considerably higher than price. Performance Work Statement 1. PROVIDE ANTITERRORISM AND ANTITERRORISM DRIVING INSTRUCTION FOR SENIOR OFFICER SECURITY SEMINAR (SOSS). Course is designed for military general officers (or selectees) and civilian equivalents who are currently assigned, have projected assignments, or travel to high threat areas of the world. Course is held at least six times yearly and is two days in duration. Maximum class size is 12 students.1.1. Provide Antiterrorism Lecture (approx. 4 hours). Shall include analyses of actual terrorist attacks and kidnappings (while in the transportation mode), and methods of attacks and kidnappings. Cited attack scenarios must include those most recent (within previous two years) to ensure teaching of up-to-date terrorist methodologies. Photographs/visual support from the actual scene of the attacks must be used to enhance the learning process. A minimum of twelve terrorist attacks shall be briefed/analyzed during the four-hour lecture. 1.2. Provide SurveillanceDetection/Route Analysis Instruction. Must include lecture and practical application, to include route development practical application. Practical application of materials taught via lecture must be conducted in a metropolitan area with a population of not less than 500,000 people to be more representative of international city environments where the majority of terrorist attacks occur. Following the lecture, the students shall be provided approximately four hours of route development practical time. This shall be followed by 6 hours of surveillance detection exercises, for which the contractor shall provide a minimum of two role players per nine students to act as hostile surveillants. The exercise must culminate with a mock attack on the students' vehicle. To enhance the level of training during the surveillance detection exercise, the class shall be split into two groups, with each group riding in a separate van. Student transportation for the practical exercise will be government provided. 1.3. Provide Antiterrorism Drivers Training. Shall include at least 8 hours of both classroom and practical driving instruction, and accommodate up to 18 students. Classroom instruction shall include, as a minimum, vehicle operations and dynamics at both low and high speeds. Practical exercises shall include, as a minimum, practical application of antiterrorism driving skills and vehicular evasive maneuvers (such as backing in both open and close quarters, ramming, take-outs/surgicals, etc.) while under simulated attack. Practical driving exercises shall begin with the simple and progress to the more difficult procedures (pyramid training), culminating in combining all learned skills in a simulated attack exercise. A maximum of 3 students will be in each training vehicle. The student to instructor ration shall be 3 to 1 to facilitate effective instruction. 2. GOVERNMENT-FURNISHED PROPERTY AND SERVICES 2.1. GENERAL INFORMATION. The government shall provide the equipment, materials, and services listed here. 2.2. GOVERNMENTFURNISHED EQUIPMENT. The government will provide student transportation for all surveillance detection exercises, to include route development. 2.3. GOVERNMENT FURNISHED INSTRUCTOR PERSONNEL. The government may supply up to two qualified antiterrorism driving instructors per class to complement the contractor's driving instructor work force. The government may supply up to two qualified classroom or driving instructors per class to complement the contractor's instructors. When this occurs, the contractor's cost to the government shall be reduced to account for the use of the government instructors. 3. CONTRACTOR-FURNISHED ITEMS AND SERVICES 3.1. GENERAL INFORMATION. Except for those items or services specifically stated in section 2 as government furnished, the contractor shall furnish everything needed to perform this contract according to all its terms. 3.2. Training Vehicles. 3.2.1. Primary training vehicles shall be front wheel drive vehicles. 3.2.2. Rear wheel drive vehicles may be used for minor parts of the training, such as backing, ramming, and take-outs/surgicals. 3.2.3. Both anti-lock braking system (ABS) and non-ABS vehicles must be used in training 3.2.4. Manual shift vehicles shall be available for use in training 3.2.5. High center of gravity/sport utility vehicles shall be available for use in training 3.3. Driving Facility. 3.3.1. Shall have a simulated urban environment driving range with close proximity visual barriers and restrictions, as in high-density city driving areas. 3.3.2. Driving range shall be at least 1.5 miles long and have a black top or concrete surface. The driving surface must be capable of handling a minimum of street sedans. 3.3.3. Driving range shall have intersections with stop signs and crosswalks. 3.3.4. Facility shall have a simulated close quarter congested traffic driving environment for emergency backing scenarios (to simulate narrow streets and alleys). 3.3.5. At a minimum, water fit for consumption shall be available to the students. 3.3.6. Restroom facilities shall be available within 100 feet of the driving facility. 3.4. Student Training Facility. 3.4.1. The contractor shall have a classroom facility capable of handling up to 30 students. 3.4.2. The facility shall be climate controlled, to allow training throughout the year. 3.4.3. The classroom shall be free of excessive noise to ensure instruction is not drowned out by outside noises. 3.4.4. Restroom facilities shall be available to students within 100 feet of the classroom facility. 3.4.5. At a minimum, water fit for consumption shall be available to the students. 3.5. Vehicle Repair. 3.5.1 The contractor shall have the on-site ability to make repairs or replace training vehicles as needed to ensure continuous training. This would preclude a break of over fifteen minutes in training due to vehicle breakage or damage. 4. CONTRACTOR PERSONNEL 4.1. Contractor Employees. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer asa potential threat to the health, safety, security or general well being of government personnel being trained by the contractor. 4.1.1. Contractor personnel shall present a neat appearance. 4.1.2. The contractor shall make sure employees teaching driving courses have current US drivers licenses. 4.1.3. The contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to current off-duty employment guidelines DODD 5500.7 (Joint Ethics Regulation). The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106 (Air Force Industrial Labor Relations Activities. 4.1.4. The contractor is cautioned that off-duty active military personnel hiredunder this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform; however, their absence at any time shall not constitute an excuse for nonconformance under this contract. 4.2. Employee Qualifications and Training. Contractor personnel who perform as driving instructors shall have a minimum of five (5) years experience with antiterrorist operations, antiterrorist driver training, and must have knowledge in the use, care, handling, and special driving characteristics of fully armored vehicles (FAVs). Antiterrorism classroom instructors shall have had foreign travel to a minimum of two actual terrorist attack sites plus travel to at least two other moderate/high terrorist risk environments within the previous 24 months. These requirements will enhance the instructor's credibility when providing lecture to students.
