The Fleet and Industrial Supply Center, San Diego, CA intends to solicit and negotiate a contract on a sole-source basis with Science Applications International Corp. (SAIC), San Diego, CA under authority of FAR 6.302-1 (see Note 22) for the acquisition of Military Medical Training and Evaluation (MMT&E) System based on clinically validated medical care algorithms. Algorithms must be provided in computer digital format, be be fully integrated within ruggedized portable computer system capable of real-time, date-time logging of algorithm-based clinical steps and decisions. The training and evaluation system must reflect both combat trauma and humanitarian medical scenarios appropriate to the mission of the U.S. Navy. Technical support must include all requisite training materials, computer software, equipment, on-site training, and telephone technical support. MMT&E services will be provided to the Fleet Hospital Operations and Training Command, Camp Pendleton, CA, beginning October, 1998 and ending September, 1999.
