(VA), Austin Automation Center (AAC), Austin, Texas intends to
negotiate sole source with the University of Texas in Austin, Texas (UT
Quality Center) for a local training program on Quality Management. The
anticipated period of performance is one base year beginning October 1,
with two option years. The training program anticipates 22 courses over
the three-year period if all options are exercised. It is a material
requirement that training be conducted locally to facilitate continuous
reinforcement and follow-up of the skills learned from each class on an
as-needed basis. Courses will be scheduled up to three per quarter. The
focus of the training program is to teach real-life managerial skills,
techniques and concepts used in the business world. Some of the goals
of the program are to develop highly motivated individuals and teams;
improve employee morale and productivity and creativity; improve
verbal and written communications; simultaneously manage multiple
projects and deadlines; develop usable, creative problem-solving and
process improvement skills; develop customer service skills; and
develop time and stress-management skills. Written responses must be
submitted within 10 calendar days of this synopsis. Responses must
offer courses in all these topics, two to three courses per quarter,
and be located in Austin in order to provide continuous reinforcement
and follow up after each course on an as-needed basis. Responses must
be of sufficient detail to allow the AAC to evaluate the possibility of
the respondent to meet these requirements. References must also be
included in the response. No solicitation documents are available and
requests for such will be considered non-responsive. After receiving
responses to this notice of intent to sole source, the contracting
officer may determine that a solicitation will be issued. If one is
issued, no additional synopsis will be published. Any such solicitation
will be issued to UT Quality Center and respondents to this notice.
Determination to open requirement to competition based on responses
received is solely within the discretion of the Government. Responses
