synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. RFQ-FBICU9823 is being issued as a
Request for Quotation (RFQ) under Simplified Acquisition Procedures
(SAP). The solicitation document and incorporated provisions and
clauses are those in effect through FEDERAL ACQUISITION CIRCULAR 97-05.
The Standard Industrial Code (SIC) is 7011 with a small business size
of $5.0 million. The Government has a need to acquire 175 hotel rooms
in Scottsdale, Arizona. The hotel shall be able to accommodate 25
guests, beginning 8/30/98, and an additional 150 guests on 8/31/98. The
checkout date for all guests will be 9/4/98. The hotel shall have
conference space available beginning 9/1/98 to accommodate an audience
of 175 participants in a general session. The hotel shall have
audiovisual and video equipment available as needed for the conference
area. The hotel shall have four (4) break out areas where guests can
be separated into four different groups from the afternoon of 9/2/98
until noon 9/3/98. On 9/3/98, the conference room shall be required
again for 175 guests in the afternoon. The Government desires a hotel
that; (1) is located within walking distance of nearby restaurants,
shops, and banking; (2) has experience working with government
clienteles; (3) has one or more restaurants on the premises should the
weather preclude dining outside of the hotel; (4) has shuttle service
available to and from the airport; and (5) has full concierge and
valet services available. The proposed contract action is a full and
open competition requirement. Interested persons may submit a quotation
identifying their capability and pricing information for each hotel
room and the conference areas. Quotations received by the due date will
be considered by the Government. The provision at 52.212-1,
Instructions to Offerors-Commercial, applies to this acquisition. The
provision at 52.212-2, Evaluation-Commercial, will be used for
evaluation purposes. ADDENDUM FAR 52.212-2 Paragraph (A) The following
factors, in descending order of importance, shall be used to evaluate
offerors: Technical, Location, and price. Technical and location when
combined are significantly more important than price. The Contractor
shall include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
The clause at 52.212-4, Contract Terms and Conditions-Commercial Items
is incorporated by reference. The clause at 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, incorporating the following additional far
clause(s) cited as follows: 52.222-26 Equal Opportunity (E.O 11246).
WARRANTY: In accordance with FAR 12.404(b) offerors are required to
offer the Government at least the same warranty terms, including
offerors of extended warranties offered to the general public in
customary practice. Defense Priorities and Allocations System (DPAS)
